The Northrop Grumman Defense Systems Sector PS&C Facility - located in Elkton, MD - has an immediate need for an Operations Project Manager (OPM). The OPM must be a self-starter, self-motivated individual who can work in a fast-paced environment.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Discover charming small towns, parks with miles of trails, specialty and antique shops, award winning restaurants, and inns. You can hike, bike, camp, bird watch, ride horseback, or drop a fishing line. Five rivers, Chesapeake Bay and the C&D Canal can be explored by boat or by land. Primary job responsibilities of an OPM include:

  • Managing and maintaining the day-to-day interfaces and communications between the assigned Program Management Office (PMO), Manufacturing, Testing, Manufacturing Planning & Scheduling, Mission Assurance (MA), Supply Chain (SCM), Engineering, and Shipping
  • Facilitating internal meetings in a way to support production, testing, and problem resolutions in support of program needs
  • Responsible for the successful execution of the operations/manufacturing scope of the program's statement of work (SOW), achieving targeted cost and schedule requirements
  • Lead manufacturing planning and readiness efforts
  • Act as the focal point for manufacturing input into proposals to capture new business
  • Support bill of material (BOM) development on development programs
  • Support continuous improvement by identifying opportunities and executing improvement plans
  • Communicate relevant manufacturing metrics to the PMO
  • Act as Cost Account Manager (CAM) for manufacturing on a program
  • Program closeout support and hardware disposition

This job may be filled as an OPM (Level 2) or a Principal OPM (Level 3) based on the qualifications below.

This is an individual contributor role and not a manager role.

Basic Qualifications for a Level 2 - OPM:

  • This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 6 years of project management relevant experience, bachelor's degree and 2 years of relevant work experience or 0 years of relevant work experience with a master's degree
  • The candidate must have experience in leadership and project management
  • Ability to obtain and maintain a DoD U.S. Secret Clearance per business requirements (US citizenship required)
  • Experience with Costpoint, SAP or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point

Basic Qualifications for a Level 3 - Principal OPM:

  • This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 9 years of project management relevant experience, bachelor's degree and 5 years of relevant work experience or 3 years of relevant work experience with a master's degree
  • The candidate must have experience in leadership and project management
  • Ability to obtain and maintain a DoD U.S. Secret Clearance per business requirements (US citizenship required)
  • Experience with Costpoint, SAP or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point

Preferred Qualifications:

  • Master's degree in Engineering or Business Management
  • Experience with cost, schedule, project leadership, and/or process improvement
  • Manufacturing or Engineering experience
  • Experience with bases of estimates, shop order creation, and Earned Value Management Systems (EVMS)
  • Active DoD U.S. Secret clearance
Primary Level Salary Range: $87,600.00 - $131,400.00Secondary Level Salary Range: $108,800.00 - $163,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
