Description
Manages and supervises the library's creative services functions from conception through completion, including promotional, advertising, and marketing campaigns, as well as other graphic design projects. Performs complex administrative and managerial functions to assist the Library's Executive Management Team in planning, organizing, directing, or managing activities, staff, programs, or services that have system-wide impacts within the Glendale Public Library System.
Essential Functions
  1. Applies vision and technical expertise to develop, implement, and maintain a comprehensive, robust, dynamic social media and digital communications plan for the library.
  2. Develops digital content, including live and produced videos, for internal and external communication and social media channels.
  3. Develops materials and methods to promote and publicize programs and services.
  4. Creates and updates content and graphics for the library website, social media platforms, and newsletters using a variety of graphics software.
  5. Collaborates closely with the Library Leadership team and other departments to ensure consistent positioning and messaging across the library's social media channels.
  6. Execute excellent writing skills needed in developing content for social media distribution.
  7. Coordinates with the Core Program Team to provide and evaluate exceptional in-person or virtual programming and educational opportunities within the library and through community outreach.
  8. Manages and advises on library programming and strategic partnership activities, provides regular briefings to library leadership and staff on opportunities and emerging issues.
  9. Collects, reviews, and analyzes surveys, user statistics, and other data, and prepares reports of findings by utilizing software, social media, or other surveying tools.
  10. Develops marketing key performance indicators, digital road maps, strong digital media plans, digital campaigns, and/or entrepreneurial social media efforts; measures the success through web analytics tools.
  11. Helps develop, monitor, and report on the library's key performance indicators.
  12. Assists in the development of long-range plans, operating policies, and procedures for the assigned program area.
  13. Assists with the planning, development, and execution of library surveys and other data collection efforts; applies statistical analysis to derive insights, assess service performance, and guide decisions.
  14. Manages the library's social media, marketing, and programming technologies.
  15. Develops specifications and Requests for Proposals for products, resources, and services, and negotiates with vendors.
  16. Writes, develops, and administers grants for the library.
  17. Prepares and delivers oral and written reports for Library Executive Management, Department Director, City Council, City Management, Library Board, and other organizations.

  1. Participates in the development of assigned budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements and adjusts.
  2. Evaluates emerging technologies and provides suggestions for adoption where appropriate.
  3. Provides or coordinates staff training in areas of specialization, including staff development events, and develops and records staff training modules for future accessibility by new staff or as a refresher for existing staff.
  4. May serve as Library Administrator in their absence.
  5. May supervise, train, motivate, and evaluate technical and professional library personnel.
  6. May participate in the development and implementation of goals, objectives, and priorities for assigned division, branch, and functional area of responsibility, utilizing Balanced Scorecard principles.
  7. Represents the library on local and state committees, conferences, and meetings.
  8. Performs the full range of professional librarian duties as required.
  9. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors
Master's Degree in Library Science from an American Library Association-accredited university and three (3) years of professional library experience.
Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities is qualifying.

Physical Requirements/Working Conditions
Reach, bend, stoop, lift, and move arms above shoulder level; lift and carry library materials. Operate a variety of standard office equipment, including a computer, laptop, and/or mobile devices, bar code reader, and copy machines, requiring continuous and repetitive arm, hand, and eye movement. Most work is performed in a library office environment, with some in community settings. Travel to/from various branch or city locations for meetings.
