Job Overview

The Illinois Environmental Protection Agency (EPA), Division of Laboratories, Springfield Combined Laboratory is seeking a candidate to serves as an Executive I. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions
  • As Project Manager, administers the Division of Laboratories' sampling coordination program function for the
    Bureaus of Water and Land, Field Operations, Office of Emergency Response, and Public Water Supplies.
  • Directs project management activities for the Division of Laboratories.
  • Conducts management studies and technical research on the Division of Laboratories' program functions to
    support program evaluation.
  • Evaluates program performance and prepares reports on program issues and audit findings for the Division
    Manager.
  • Plans and administers training programs and workshops for Division of Laboratories and Bureau staff.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated
    above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with
    coursework in Chemistry at a recognized college or university. 
  •  Requires one year of responsible administrative experience in a public or business organization, or completion of an
    agency approved professional management training program.
Specialized Skills (Used for certain BU Employees only)
  •  Requires one year of experience utilizing laboratory databases. 
  •  Requires one year of experience in Laboratory Analytical Techniques and Laboratory Programs.
Preferred Qualifications (In Order of Significance)
  • Prefers at least (1) one year of experience utilizing laboratory information management system (LIMS) databases.
  • Prefers at least (1) one year of experience processing and reporting environmental laboratory data.
  • Prefers at least (1) one year of experience in Laboratory Analytical Techniques and Laboratory Programs.
  • Prefers at least (1) one year of experience in interpreting and applying environmental compliance requirements.
  • Prefers at least (1) one year of experience in tracking and maintaining sample counts for environmental samples.
  • Prefers at least (1) one year of experience planning and/or administering training programs or workshops.
  • Prefers ability to analyze administrative problems and adopt an effective course of action.
  • Prefers ability to develop, install and evaluate new laboratory projects.
  • Prefers ability to exercise judgment and discretion in advising, implementing, and interpreting program policies and
    procedures.
  • Prefers ability to develop and maintain cooperative working relationships.
Conditions of Employment
  • Requires a valid and current appropriate drivers' license.
  • Requires the ability to travel in performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including
    scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other
    industry related topics to the job duties.
  • Requires ability to pass a name-based background check.
