Job description

E-logic is hiring a Project Manager and an Alternate Project Manager to facilitate, coordinate, and administer security contract operations for the City of Phoenix Water Services Department (WSD). The chosen candidates will serve as the primary management contacts for the City's Security Management Unit (SMU). You will be fully authorized to make immediate decisions regarding operational, personnel, and contractual issues.

Key Responsibilities

  • Oversee daily operations, scheduling, billing, accounting, and workforce retention for a comprehensive, multi-site municipal security contract.
  • Maintain a state of constant readiness to respond to the WSD Representative within 15 minutes for all security events and emergency notifications.
  • Direct the screening, recruitment, selection, and scheduling of security staff. Address personnel issues, performance improvements, and coordinate mandatory training programs.
  • Attend regular meetings with City representatives regarding billing, incident reviews, performance metrics, and criminal trending.
  • Ensure clear, accurate, and timely delivery of comprehensive weekly and monthly managerial data reports to the City. Write and distribute updated Post Orders and procedural instructions.
  • Develop and maintain a comprehensive Project Management Plan detailing recall plans, timekeeping, and emergency protocols.

Minimum Qualifications

  • 2+ years of proven management or supervisory experience, preferably within contract security, law enforcement management, or military command structures.
  • Proven workload capacity to reliably meet 24/7 availability and the mandatory 15-minute response window.
  • Computer literate with experience utilizing electronic guard tracking systems (RFID/NFC/QR codes) and reviewing extensive searchable data logs.
  • Must clear a mandatory Maximum Risk background screening (including fingerprinting and check of county/state records for the past 7 years) to be approved for unescorted access to critical infrastructure.
  • High school diploma or GED required; advanced certifications or degrees in business or criminal justice are a plus.
