Essential Functions/Responsibilities
NCCER Craft Training and Evaluation

Delivers classroom, laboratory, training-yard and field-based NCCER instruction in one or more of Apache
Industrial's registered Appendix A occupations: Scaffold Erector; Insulation Worker; and Painter - Industrial Coating
and Lining Application Specialist.
Prepares lesson plans, training materials, demonstrations, exercises and hands-on learning activities using
current NCCER curriculum and Apache training procedures.
Provides instruction consistent with applicable NCCER curriculum requirements, recommended instructional
hours and performance objectives.
Conducts or supports NCCER module testing as an approved Module Test Proctor.
Conducts hands-on performance profiles as an approved Curriculum Performance Evaluator for authorized crafts
and levels.
Verifies trainee identity, NCCER numbers, assigned curriculum, testing eligibility and required prerequisites
before administering testing or evaluations.
Maintains the security and integrity of NCCER tests, answer keys, testing materials, performance documents
and electronic testing systems.
Records and validates module completions, test results and performance evaluations in the applicable
NCCER systems.
Evaluates trainee progress and provides coaching, remediation and retesting support when required.
Coordinates training schedules with project management, operations, safety, payroll, human resources and craft supervision.
Maintains accurate instructor, proctor and evaluator qualification records for assigned craft areas and
curriculum levels.
Assists with periodic reviews of instructors, evaluators, trainee records, module completions and
supporting documentation.
Supports corrective-action activities related to NCCER training, testing, credentialing or recordkeeping.
Assists with the development and maintenance of Apache-specific training materials, job aids, presentations
and standard operating procedures.
Monitors changes to NCCER curricula, systems, accreditation standards and program procedures and assists
with implementing required updates.
Ensures training facilities, tools, equipment and materials are prepared and suitable for assigned curriculum
and performance activities.


Registered Apprenticeship Support
Assists with the administration of Apache Industrial's Department of Labor-registered apprenticeship programs.
Supports the registration, transfer, reinstatement, cancellation, suspension and completion of apprentices in
RAPIDS or other required apprenticeship systems.
Assists with preparing, collecting and maintaining apprentice registration documents, including ETA-671
forms and related supporting records.
Tracks apprentice probationary periods, wage progressions, on-the-job learning hours, related technical
instruction hours, competencies and advancement milestones.
Reviews apprentice records to identify missing hours, overdue evaluations, wage-step issues, inactive
apprentices and other exceptions requiring follow-up.
Coordinates with operations, payroll, human resources, project management and craft supervision to obtain
complete and accurate apprentice information.
Maintains apprentice rosters, status reports, wage schedules, Appendix A documents, apprenticeship
standards and project-assignment records.
Assists with apprentice evaluations and communicates advancement requirements to apprentices and
supervisors.
Supports apprentice orientation and explains program expectations, wage progression, required instruction, on-
the-job learning and completion requirements.
Helps apprentices and supervisors resolve routine questions related to registration, status, training and
program participation.
Assists with federal and state apprenticeship reviews, audits, data requests and corrective-action activities.
Prevailing-Wage and Apprenticeship Compliance Support
Supports project intake and kickoff activities for projects subject to prevailing-wage or registered-
apprenticeship requirements.
Assists with reviewing contract requirements, applicable wage determinations, apprentice requirements,
wage schedules and project-specific compliance procedures.

Verifies apprentice registration status, occupation, wage step and applicable Appendix A requirements before
or during project assignment.
Assists with monitoring journeyworker-to-apprentice ratios and apprentice participation requirements.
Reviews payroll, timekeeping, training and apprenticeship data to identify potential discrepancies involving worker
classification, apprentice registration status, wage step, on-the-job learning hours, related technical instruction,
ratios, project assignment dates and missing or inconsistent records.
Supports certified-payroll and prevailing-wage reviews involving registered apprentices.
Prepares apprentice rosters, status reports, supporting schedules and documentation for clients, auditors and
governmental agencies.
Assists with responding to apprenticeship and prevailing-wage information requests.
Maintains organized and audit-ready electronic files for each apprenticeship program and applicable project.
Documents identified discrepancies, follow-up actions, responsible parties and final resolution.
Escalates unresolved, high-risk or potentially noncompliant issues to the Workforce Development Manager.
Protects confidential employee, payroll, training and apprenticeship information.

Program Administration and Reporting
Maintains accurate records in NCCER, RAPIDS, Workday, spreadsheets and other designated systems.
Reconciles information between training, apprenticeship, payroll, timekeeping and project records.
Prepares routine training, apprenticeship and compliance reports for management.
Tracks upcoming training requirements, expiring certifications, apprentice milestones and outstanding
documentation.
Assists with developing procedures, forms, checklists, trackers and job aids.
Participates in internal audits, client audits and program-quality reviews.
Supports meetings with operations, field leadership, apprentices, instructors, clients and external
program representatives.
Maintains effective working relationships with field employees and professional staff.
Performs other duties as assigned.
