Project Controls Engineer for Proposal Support - Administrative/Business Candidates shall work to support requirements for Technical General Support Services (GSSC) related to NAICS: 541690 - Environmental Consulting Services, NAICS: 541690 - Scientific and Technical Consulting Services - Energy, and NAICS: 591690 - Professional Scientific Technical Consulting Services and
Provide Project Controls services for SRR Proposal development and management.
Proposal Support includes development, maintenance, presentation and administration of all Proposal documentation in conjunction with the Proposal Manager. The coordination of information will include interfacing with Contracts Management and Field Staff for potential proposal needs and data gathering.
Each separate proposal includes the development of an individual proposal plan; collaboration with field staff, project controls, and estimating to compile required data including accounting, procurement, EVMS and project scope. Development of data, information and documentation into required facets of the proposal; incorporation of data into proposal format based on procedure using FAR guidelines where required; production of final proposal documents.
Maintain records of past, current and future proposals; organize ongoing proposal development; perform period metrics to assist with baseline and contract management, and contract change control using FAR and/or DOE G413.3 guidance.
As SRR Proposal development work fluctuates, roles and responsibilities will switch to supporting other Project Controls activities. Responsibilities would include development, analysis, implementation and maintenance of Project Controls' data, software, applications and procedures as necessary for decision making and monitoring of planning, scheduling, cost engineering and trend engineering established objectives. Project Controls methodology is based on EVMS standards using DOE Guides G413.3.
Services include preparing schedules and performance monitoring status and management reports which identify variances in work execution strategy, provide timely feedback and recommend solutions to management to improve or mitigate problems affecting cost, schedule or estimating issues throughout the life cycle of a project, program or other work activity. Project Controls services will be provided using SRR processes and procedures.

requisite work experience and technical skills to fulfill the roles and responsibilities of the Project Controls Engineer For Proposal Support in working and performing tasks in the Energy Industry (Oil and Gas / Power and Utilities / Nuclear Energy) Four year college degree in Accounting, Business Administration, Math, Science or Engineering and a minimum of three (3) years of experience in the field of Project and/or Financial Controls (any industry). The candidate must demonstrate good teamwork and communication skills. Candidate will be required to learn and execute Project Controls practices in accordance with DOE Order 413.3, DOE Guides G413.3 and Earned Value Management (EVM) practices and procedures. In addition experience with FAR regulations, DOE Contract Management, Contract Change Control and Proposal Management are required. The candidate must exhibit college level, or 4 year work experience equivalent, in computer experience (proficiency) in basic project control software applications, including, MS Excel, MS PowerPoint, MS Word, Primavera and COBRA. Knowledge of Adobe Illustrator for proposal production. Candidate must have good problem solving, analysis a nd interpersonal skills as well as demonstrated high level oral and written communication skills. Candidate must have the ability to walkdown and interface with personnel and systems in the field. A 40 hour work week schedule as anticipated for this position. The candidate must have the ability to be flexible and to be available for extended hours including evenings and weekends to meet the demands of producing high visibility deliverables. Standard Facilities Access required but a security clearance is not currently required for this position
