Job Summary:

Provides technical engineering support, project management to all areas of the Company as needed and directed by the Director of Engineering. Manages identified projects within the Department and regular system improvement to overall utility plant. Provides required project management and oversight to assure design and construction are to Company specifications and interests. Provides leadership, oversight and technical support to workgroup personnel for the successful operation and betterment of the program group. Responsible for the overall management, coordination, and completion of necessary work for assigned projects. Where assigned provides supervision of employee.

Work Performed:

Using prescribed methods, established standards and engineering experience, schedules and performs necessary engineering work to successfully complete assigned tasks and projects. Investigates and recommends courses of action for approval and completes work from general objectives and assignments. Specific areas of work include:

  1. Planning
  • Assists in the preparation, review and administration of the 5-year capital program including individual project estimates and forecasts.
  • Provides assistance and support for the scheduling of the Company's system betterment programs.

2. Service Area Growth and System Development

Provides support to the development of engineering standards and for Water/Wastewater system’s betterment's and expansion.

  • Reviews plant and network (distribution and collection) systems and stakeolder needs, industry best practices to provide appropriate evaluations and recommendations for project preliminary evaluations (PE) defining project definition scope and justifcation.
  • Provides support to Company programs including Capital Program, Asset Management, municipal improvement project coordination, and developer growth.

3. Technical Engineering Services

  • Provides engineering analysis, calculations, design and permitting for tasks as needed in the support of the Engineering Department. The work can be related to site development, distribution/collection systems, water and wastewater treatment, fluid mechanics, hydraulics, structural analysis, material design and hydrogeology.
  • Ability to develop successful pragmatic solutions to problems, satisfying multiple requirements from multiple (technical, operational, customer) perspectives.
  • Writes technical engineering memorandums, summaries, reports and provides recommendations for use in communicating analysis performed to others.
  • Assists with the selection and procurement of materials and construction work through the preparation of engineering plans and writing of specification clauses and requirements including, but not limited to, the Annual Base Specifications package.

4. Engineering Support and Project Delivery and Management

Provides engineering support and project management on varied projects throughout the Company including:

  • Overall Project Manager responsibilities for assigned projects. This includes responsibilities for managing project activities associated with a project for the successful completion while considering requirements and goals for scope of work, budget and schedule.
  • Project engineering of engineering projects including planning, design and/or construction inspection and management as needed. The types of projects include pipe work, buildings and pump stations, storage reservoirs and tanks and treatment plants.
  • Preparation and submittal of periodic studies and reports as needed.
  • Assists with the selection and coordination with consulting engineering work as require
  • Provides assistance with the bidding and contract administration of construction contracts.
  • Provides necessary field oversight of construction either directly or through engineering consultants, and necessary reporting including completion records.
  • Is familiar with or capable to learn Oracle Work and Asset Management system software to initiate, track, and complete project work and purchase orders
  • Utilize appropriate software for the efficient and effective implementation of Engineering Support and Project Management duties. This includes Word, Excel, MS Project, ArcGIS, Oracle WAM and other software systems.
  • Is familiar with or capable to be fluent with ArcGIS software for project research and report preparation as needed.
  • Is familiar with or capable to learn hydraulic modeling and other technical support software for project research and report preparation as needed.

5. Technology

  • Utilize appropriate software for the efficient and effective implementation of Engineering Support and Project Management duties. This includes Word, Excel, MS Project, ArcGIS, Oracle WAM and other software systems.
  • Is familiar with or capable to be fluent with ArcGIS software for project research and report preparation as needed.
  • Is familiar with or capable to learn hydraulic modeling and other technical support software for project research and report preparation as needed.

6. Miscellaneous

  • Provide back-up for department personnel including the Engineering Technician, Engineers and Director of Engineering.
  • Take direction from the Senior Engineers and Director of Engineering.
  • Represent the Engineering Department as a Subject Matter Expert as required in internal group/committee meetings.
  • Represents the Company at professional and industry meetings.
  • Performs other duties as may be required by Department needs.
  • Coordinates projects with Construction Inspectors and Operational Departments.

Essential Functions:

  • Manage multiple activities and issues towards successful completion of assignments/projects in accordance with scope, schedule and budget and SOP’s.
  • Capability to interpret needs and make decisions consistent with and based on company general guidelines, objectives, and policies.
  • Demonstrated ability for technical writing for concise and presentable materials (reports and presentations
  • Ability to read and interpret, submissions and edit engineering plans and specifications.
  • Problem solving ability to take concept ideas, developing designs for solutions and project plans.
  • Demonstrated ability to provide direction and/or supervision to subordinates, vendors/contractors, peers to accomplish stated objectives.
  • Able to interact, communicate and represent the Company with coworkers, customers, peers, stakeholders, contractors, and officials towards successful results.
  • Manage projects of moderate to average complexity.
  • Project Management Capability for all aspects of the project.
  • Physical capability for light lifting.
  • Ability to climb and access construction work sites (construction excavations, concrete vaults, scaffolding).

Qualifications:

  • B.S.C.E. or equivalent from an accredited university.
  • Professional Engineer’s license (NJ) preferred or the ability to obtain;
  • Valid NJ Driver’s license required.
  • Good written and oral communication skills.
  • Good organization skills.
  • Computer (PC) experience, including MS Office, MS Project, and ArcGIS.
  • Good problem solving ability and analytical skills.
  • Project management experience including oversight of outside consultants and contractors.
  • 4-5 years progressively responsible experience in water utility planning, design and construction including project management.

Compensation & Benefits:

• Salary Range: $77,204 – $115,805 annually, based on experience and qualifications.
