Position Summary

Caliber Communities is seeking a Development Manager to lead the day-to-day advancement of assigned development projects through feasibility, municipal approvals, consultant coordination, and pre-construction planning.

This role is best suited to someone who can take ownership of project execution, work confidently with consultants and municipal staff, and help keep projects moving on schedule, on budget, and aligned with Caliber's business objectives.


The Development Manager will work closely with construction, finance, sales and marketing, operations, external consultants, brokers, and municipal stakeholders.

This is a full-time, in-office role based in Langley, British Columbia, with regular travel to project sites, municipal offices, consultant meetings, and stakeholder meetings across the Fraser Valley and Metro Vancouver.


Job Responsibilities:


Project execution and approvals

  • Manage the day-to-day advancement of assigned projects through feasibility, design development, municipal approvals, and pre-construction coordination.
  • Navigate projects through approval and entitlement processes, including rezonings, development permits, OCP amendments, building permits, and external agency approvals where required.
  • Support land title, legal, and permitting processes associated with development files, including housing agreements, easements, rights-of-way, covenants, and related documentation as applicable.
  • Review project drawings, reports, and consultant submissions to ensure they are coordinated, complete, and aligned with project objectives.
  • Maintain master schedules, action lists, and follow-up items to keep projects organized and moving forward.


Consultant and Project management

  • Procure, coordinate, and manage multidisciplinary consultant teams, including architects, planners, engineers, landscape architects, cost consultants.
  • Assist with consultant RFPs, fee reviews, scope alignment, and ongoing performance management.
  • Attend site, consultant, municipal, and internal meetings; prepare agendas, minutes, and follow-up items that improve project flow and accountability.
  • Support acquisition due diligence and feasibility analysis, including zoning review, site constraints, product programming, market positioning, and financial assumptions.
  • Prepare project summaries and internal status updates for leadership review.
  • Support monthly job cost reviews, budget tracking, and reporting processes for active developments.
  • Monitor project budgets, schedules, deliverables, and reporting requirements.


Cross-functional collaboration

  • Liaise and collaborate closely with colleagues in construction, finance, sales and marketing, and operations to support coordinated project execution.
  • Support launch readiness by coordinating with marketing and sales on positioning, budget alignment, and timing.
  • Represent the company professionally at industry events, community meetings, and stakeholder engagements as required.


Qualifications & Competencies

  • 3 to 5 years of relevant real estate development experience, preferably with multifamily, mixed-use, or residential projects in Metro Vancouver.
  • Experience managing or supporting projects through multiple stages of the development cycle, including due diligence, approvals, design coordination, and pre-construction planning.
  • Education or background in real estate, planning, urban land economics, architecture, engineering, construction management, business, or a related discipline.
  • Solid understanding of local municipal planning policy, entitlement processes, permitting pathways, and development economics.
  • Ability to review consultant drawings, reports, and technical submissions with strong attention to detail.
  • Strong analytical skills, including experience with pro formas, budgets, schedules, and development reporting.
  • Strong communication and relationship-building skills, with the ability to engage productively with internal teams and external stakeholders.
  • Proficiency in Microsoft Office, especially Excel, Word, and Outlook; familiarity with Bluebeam and Procore is an asset.
