Job description

Who We Are
Catalis is a leading government Software as a Service (SaaS) and integrated payments provider, powering a wide range of government operations at the municipal, county, state, and federal levels. Our innovative solutions are designed to streamline processes, enhance efficiency, and improve the delivery of government services to the public. At Catalis, we are committed to leveraging technology to make government interactions simpler, faster, and more accessible.
The Opportunity
We are looking for a hands-on Development Manager to lead the engineering and delivery of our flagship product - a mature .NET / SQL Server / Angular application running on AWS. This is a player-coach role: approximately 50% hands-on development and 50% engineering management. You will own end-to-end delivery across all projects, build a high-performing team, and continue to write and review code yourself.
This is not a pure people-management role. You will stay close to the code, set the technical bar through your own contributions, and unblock the team when things get hard and most importantly drive AI tools adoption in the engineering team. If you enjoy mentoring engineers in the morning, debugging a production issue in a stored procedure in the afternoon, and reviewing an Angular pull request before dinner - this role is for you.
What You Will Do
Hands-on technical work (~50%)
  • Design, develop, and review production code across the stack: C# / .NET back end, SQL Server, Angular front end, RESTful web services and APIs hosted on AWS.
  • Lead complex technical investigations - performance bottlenecks, architectural refactors, production incidents, security and compliance work.
  • Drive technical decisions: framework upgrades, modernization of legacy components, API design, database tuning, and AWS infrastructure improvements.
  • Set the code-quality bar through hands-on code reviews, pairing, and contributing to the most critical or risky parts of each release.
  • Own the technical roadmap for the product, balancing new feature work with paying down legacy debt.

Delivery and process (~25%)
  • Take full ownership of the delivery of all engineering projects - scope, schedule, quality, and outcomes.
  • Define, document, and continuously improve engineering processes: sprint planning, estimation, code review, branching, CI/CD, release management, on-call, and incident response.
  • Partner with Product, QA, and stakeholders to translate business priorities into a credible engineering plan, and communicate progress, risks, and trade-offs clearly.
  • Track team-level metrics (velocity, cycle time, escaped defects, uptime) and use them to drive meaningful improvements - not vanity reporting.

People management and mentorship (~25%)
  • Directly manage a team of 6 engineers: 1:1s, goal setting, performance reviews, career development, and compensation recommendations.
  • Mentor engineers at all levels - help juniors grow into mid-level contributors and stretch senior engineers toward tech-lead responsibilities.
  • Hire, onboard, and retain strong engineers. Build a team culture of ownership, technical curiosity, and constructive feedback.
  • Address performance issues directly and fairly.

Requirements
What You Will Need to Succeed
Required
  • 10+ years of professional software development experience, with at least 2-3 years managing engineering teams.
  • Strong, current, hands-on expertise in C# / .NET (Framework and/or Core/.NET 6+) and SQL Server (schema design, query tuning, stored procedures).
  • Hands-on experience with Angular/ React (or a strong modern JavaScript/TypeScript background and willingness to lead Angular/React work).
  • Solid experience designing and operating RESTful web services and APIs.
  • Working knowledge of AWS - common services (EC2, RDS, S3, IAM, CloudWatch, Lambda, etc.), deployment patterns, and cost/security awareness.
  • Proven track record of delivering software projects on time and at quality, in a team environment.
  • Experience working on legacy or long-lived production systems - comfortable balancing modernization with stability.
  • Demonstrated experience using AI coding tools (Claude Code, GitHub Copilot, Cursor, or similar) to modernize and refactor legacy production codebases, and to lead a team in adopting these tools responsibly.
  • Strong written and verbal communication skills; able to write a clear design doc, run an effective standup, and have a hard conversation when it's needed.

Preferred /Nice to have
  • Experience modernizing legacy .NET Framework applications to .NET Core / .NET 6+.
  • Familiarity with CI/CD tooling (Azure DevOps, GitHub Actions, Jenkins, AWS CodePipeline, etc.).
  • Experience with containerization (Docker, ECS, EKS) and Infrastructure as Code (CloudFormation, Terraform).
  • Background in regulated industries, SaaS, or multi-tenant products.
  • Prior experience as a tech lead before moving into management.
  • Payments experience highly preferred

What we Offer
  • A dynamic and supportive work environment in a mission driven organization
  • Competitive salary and benefits package, including health, dental, vision insurance
  • Unlimited PTO (paid time off)
  • HSA and FSA options
  • 401(k) plan with matching contributions
  • Paid parental leave
  • ABLE matching contributions for the disability community
  • Employer paid short term and long-term disability insurance and group term life insurance
  • Financial and legal assistance through our EAP (Employee Assistance Program)
  • Opportunities for personal development and career advancement with free access to unlimited courses via Udemy
  • The chance to make a significant impact on the delivery of government services and the lives of citizens
