The ideal candidate will effectively assist the 99th Readiness Division Directorate of Public Works with the execution and implementation of multi-faceted, comprehensive engineering base operations and sustainment program to ensure the buildings and grounds are properly monitored and maintained to meet functional, appearance, safety, security, and environmental standards.

Essential Duties and Responsibilities:

  • This technician will collaborate with Area & Regional Facilities Operations Specialists (AFOS/RFOS) to plan and develop technical project documents of broad scope and complexity. Assignments typically require the technician to devise approaches to accomplish work, resolve design and operational problems, and record within a specification of work.
  • Technician will provide project development services to include receiving maintenance and repair (M&R) requirements from field to complete a project package, commensurate with Philadelphia USACE and/or ACC-NJ requirements.
  • Technician will ensure submitted projects are technically correct, incorporating industry and USACE best practices into design and ensuring energy efficiency.
  • Technician will be required to develop project cost estimations using RSMeans and other data sources as appropriate.
  • Technician will support the development, maintenance and implementation of the RFOS regional Annual Work Plan and 5 Year Plan.
  • Technician will conduct facility site visits as appropriate during the project planning phase.
  • Technician will review, confirm and approve field reports in relation to facility status.
  • Technician will review adequacy of submitted Customer Support System (CSS) requests.
  • Other duties as assigned.

Requirements:

  • Must have complete familiarity with the Microsoft Office Suite of products, specifically: Word, Excel, Outlook, PowerPoint, and Access. (Intermediate level).
  • Minimum (3) years’ experience in project development or applicable equivalency required.
  • Ability to work independently with little to no supervision.
  • Current favorable National Agency Check with Inquiry.(NACI), in accordance with AR 380- 67
  • Valid Driver’s License, with ability to operate government provided vehicle
  • Excellent interpersonal skills.

Project development experience to include but not be limited to:

  • Creation and review of pre-award technical contract documents
  • Creation and review of labor/material/equipment cost estimates

Additional examples of qualifying specialized experience include:

  • Technical Writing
  • Drafting
  • Surveying
  • Creation and review of material take offs
  • Facilities maintenance/management experience
  • Educational coursework in the field of engineering, construction or industrial technologies
