**This is an onsite role that will be filled in The Woodlands, TX. Those outside the area will need to relocate.**
JOB SUMMARY/PURPOSE
As a key member of the Project Execution team, the Project Engineer serves as the Owner's Engineer and technical assurance lead for large-scale ($1bn +) greenfield power-generation projects within the Entergy Texas service territory. While the role is based out of the Woodlands, TX office, travel to the assigned project site for extended periods of time should be expected. This role functions as the primary technical representative for combined-cycle and simple-cycle generation projects executed under EPC turnkey and lumpsum contracting models. The position is responsible for providing independent engineering oversight, technical governance, and engineering quality assurance throughout all phases of project execution. The Project Engineer does not perform detailed engineering but instead leads Owner-side technical review and validation of EPC engineering and construction deliverables to ensure compliance with project requirements, Entergy standards, constructability expectations, operability objectives, and long-term asset reliability goals.
This role oversees multidisciplinary engineering coordination and supports technical resolution of EPC RFIs, field issues, engineering deviations, and change-order requests while maintaining alignment between engineering, construction, commissioning, operations, OEMs, and project stakeholders. The ideal candidate brings extensive experience supporting major capital projects exceeding $500MM and has previously served in an Owner's Engineer, Project Engineering Manager, Engineering Assurance, or technical oversight role within the power, oil & gas, petrochemical, or heavy industrial industries. Strong EPC project execution knowledge, multidisciplinary engineering expertise, and proven success governing engineering quality within a complex project environment are essential.
JOB DUTIES/RESPONSIBILITIES
  • Serves as the Owner's technical representative for assigned major generation project.
  • Promotes safe behavior, in accordance with Company expectations, and adherence to the safety rules on the project.
  • Lead and coordinate Owner-side multidisciplinary engineering reviews.
  • Review and validate EPC engineering deliverables for compliance with company, regulatory, utility/power generation industry standards, code requirements, and project requirements/specifications.
  • Support technical evaluation of RFIs, field changes, design deviations, and EPC change-order requests.
  • Ensure constructability, operability, maintainability, and reliability considerations are incorporated into the engineering deliverables.
  • Identifies engineered safety controls and hazard removal during engineering design and coach to safe practices in the field.
  • Coordinate technical alignment between engineering, construction, commissioning, operations, OEMs, and project stakeholders through project lifecycle.
  • Ensures documentation of engineering and construction quality is adequately captured to support audit and regulatory prudency review.
  • Supports/Leads Owner's Project Execution team in writing official Records of Decision to capture prudency of major project decisions.
  • Acts as Contract Manager for various engineering and construction contracts outside of the EPC contract, including 3rd Party Owner's Engineer supplemental support subcontract.
  • Performs/Manages the review of engineering design to assure compliance with the contract, permits, codes, and utility standards while ensuring design supports the strategic, operational and maintenance goals of the project.
  • Coordinates with the Project Manager in following the Project Delivery System and ensuring requirements are met and producing associated deliverables.
  • Participates in contractor/vendor selection process with a specific goal of assessing engineering experience, competencies, and capability.
  • Assures that all firms solicited to provide engineering services are duly licensed in the state of the project.
  • Assures Project compliance with NERC and Security Standards.
  • Ensures all engineering documents generated on the project are stored in designated repository at closeout.
  • Participates in or ensures representation is available for all equipment/material inspection activities as agreed with the Contractor.
  • Supports/Leads Owner's Project Execution team in reviewing and signing off of System Turnover packages from Construction to Start-up and from EPC to Owner.
  • Supports commissioning and ensures performance, reliability and emissions testing are completed per contract.

MINIMUM REQUIREMENTS
Minimum education required of the position.
  • Bachelor of Science degree in Engineering.
  • Advanced degree preferred.

Minimum experience required of the position.
  • Project Engineer, Sr: 6+ years of applicable and progressive professional experience, preferably in engineering design, construction or operation of power systems. (5 years with a PE/PMP Certification/Masters Degree)
  • Project Engineer, Sr Lead: 10+ years of applicable and progressive professional experience, preferably engineering design, construction or operation of power systems. (8 years with a PE/PMP Certification/Masters Degree)

Desired: Fossil (gas) plant experience, preferably in the combined cycle (CCGT) technology and/or construction.
Minimum knowledge, skills and abilities required of the position.
  • Excellent technical writing and verbal communication skills with strong computer skills and proficiency in Microsoft Office 360.
  • Strong interpersonal skills and leadership behaviors.
  • Expert knowledge of engineering fundamentals within at least one discipline (civil/mechanical/electrical/controls/chemical/construction)
  • Advanced knowledge of the practical application of engineering science and technology to power generation. This includes applying principles, techniques, procedures, and equipment to the design of electrical power generating facilities.
  • Knowledge of materials, methods, and the tools involved in the construction or repair of power generation facilities and associated QA/QC protocol.
  • Knowledge of permits required for construction and operation of power generation facilities.
  • Experience with reviewing, executing, and managing large EPC contracts.
  • Advanced critical thinking skills and capability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Adept in complex problem solving; able to identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Desired: Professional Engineer license and PMP certification
