Washington State Parks and Recreation is currently looking to fill a Construction Project Coordinator 3 (CPC3) position for our Parks Development Division located in Lacey, Washington.

As a CPC3, your primary responsibilities include managing consultants through the design and construction phases of capital improvement projects. This critical role requires an experienced construction project coordinator with good communication skills and a working knowledge of the theories, principles, and practices of architectural & engineering design, project management, ADA construction compliance, and construction for projects ranging from $250,000 to $5,000,000+. About the position: This position reports to a professional engineer (Environmental Engineer 5} in the Scoping Team and directly supports the mission by providing project management services for proposed future capital projects. Coordinate, direct, and review the development of contract documents, reports and studies by Architecture and Engineering (A&E) firms for park construction projects. Provide construction management services and/or manage A&E construction management services for park construction projects.

Develop cost estimates and cost analysis required for capital budget development and project costs. Telework This position offers hybrid telework flexibility, though frequent on-site attendance is required to meet business needs.

The default assigned work location of all Parks positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. Parks may choose, but are not required, to support out-of-state telework on a case-by-case basis.

Duties Some of what you will do: Responsible for all facets of capital project consultant management functions. Oversight of planning, design and permitting for various capital park construction projects including: Solicit, develop and negotiate AE agreements, personal service contracts, emergency contracts, and interagency agreements. Administer AE agreements, personal service contracts, emergency contracts, and interagency agreements.

Serve as the project representative with consultants, other contracted professionals and internal staff. Work with external regulators and interested entities in determining the best methods for resolving development and permitting issues related to capital projects. Provide construction management services for capital construction projects to ensure compliance with contract documents including: Bidding support and award evaluation services.

Administer AE construction management services. Perform construction management services. Perform Contract dispute resolution, change order negotiation and preparation.

Coordinate with park staff and others during construction. Develop written reports addressing progress and compliance issues. Travel to park construction sights.

Develop capital budget submittals, including scopes of work, project cost estimates, and assist in the development of operational impacts for proposed capital projects. Qualifications Required qualifications: Qualified candidates will meet all of the following criteria: Bachelor's degree* in architecture, engineering, construction management, landscape architecture, or closely related field, AND four (4) years of professional experience including at least 3 of those years developing and preparing design & construction documents in the office of a licensed or registered architect or engineer, and experience managing architectural, job site, and/or utility construction projects. Travel is an essential function of this position, a valid unrestricted (except corrective lenses) driver's license is required.

*Additional qualifying experience may substitute for year-for-year for two years of education. The two years of education must contain relevant architecture, engineering, construction management, landscape architecture coursework. **Due to the nature of this position and in accordance with applicable legal and professional standards, a relevant degree is required.

Core Competencies: Capital Project Oversight: Proven ability to manage full life-cycle capital construction. Includes planning, design, scheduling, permitting, and construction closeout. Construction Management: Provide construction management services and/or manage A&E construction management services for park construction projects.

Technical Credibility: Ability to review complex civil construction drawings, specifications, and environmental or zoning constraints (e.g., critical areas ordinances). Budgeting & Cost Estimation: Ability to develop capital budget submittals, forecast project costs, and evaluate operational impacts. Stakeholder Management: Skill in representing the agency while coordinating with internal staff, consultants, elected officials, and the public

Communication & Reporting: Exceptional written and verbal communication skills. Must be able to write clear, objective progress/compliance reports and communicate technical issues to non-technical audiences. The Ability to take Action to Learn and Grow -Considering and incorporating new information and different perspectives.

Preferred Qualifications: A professional license/certification in engineering, architecture, landscape architecture, or construction management.

Knowledge of and experience in Asset Management and ArcGIS. Knowledge of state government and Parks rules and regulations. Working conditions: Monday- Friday 8:00am - 5:00pm hybrid remote or flextime as agreed by the supervisor.

This position requires you to travel up to 20% as needed to accomplish assignments, occasional overnight travel may be required. The work environment is 85% inside and 15% outside but may vary upon tasks assigned. Field work may include rough terrain and enclosed spaces.
