ABOUT LATINOBUILT
LatinoBuilt (LB) is a 501(c)6 trade association dedicated to supporting and advancing Latino-owned construction businesses across Oregon and SW Washington. We connect contractors to public work opportunities, address industry inequities, and build pathways for long term success.
As a growing organization, LatinoBuilt is seeking a mission-driven leader to help expand our Green Contractors Program and deepen our impact in the energy efficiency and clean energy.
Position Summary
The Green Program Manager plays a key leadership role in advancing LatinoBuilt's Green Contractors Program. This position oversees program implementation, manages staff, ensures compliance with grant and contract requirements and leads culturally specific outreach to Latino-owned construction businesses.
This role is ideal for someone who thrives at the intersection of program management, community engagement, and partnership development and is passionate about expanding equitable access to green construction opportunities.
Key Responsibilities
Program Leadership & Management
  • Lead day-to-day implementation of the Green Contractors Program in collaboration with the Program Director.
  • Manage multiple grant- and contract-funded energy efficiency programs, ensuring alignment with funder requirements and organizational goals.
  • Oversee program deliverables, timelines, and performance metrics across all program activities.

Grant Compliance & Reporting
  • Ensure accurate data collection, tracking, and reporting across all programs.
  • Oversee timely invoicing and reporting for funders including Energy Trust of Oregon, PCEF, NW Natural, and other partners.
  • Maintain organized records to support audits and compliance requirements.

Staff Supervision & Operations
  • Supervise and support Green Coordinators responsible for program delivery.
  • Strengthen internal systems and workflows, and accountability structures.
  • Partner with the Program Director to align staffing, outreach, and program priorities.

Member & Community Outreach
  • Lead culturally specific outreach to LatinoBuilt members, with a focus on minority-owned construction businesses.
  • Contribute to LatinoBuilt University programming related to green construction and energy efficiency.
  • Plan, develop, and participate in community outreach events that promote LatinoBuilt's green programs and partnerships.

Partnership Development
  • Build and maintain relationships with Community-Based Organizations (CBOs), industry partners, and other stakeholders advancing energy efficiency and clean energy.
  • Represent LatinoBuilt in collaborative efforts aligned with our mission.

Energy Trust of Oregon -CPF Program Leadership
  • Oversee implementation of the Community Partner Funder (CPF) Program.
  • Coordinate outreach, home energy assessments (HEAs), and incentive application processes.
  • Provide technical assistance and guidance to LatinoBuilt members participating in the CPF Program.
  • Ensure high quality customer experience throughout program participation.

Qualifications
Required:
  • Experience managing grant-funded programs (energy, workforce, or community-based programs preferred).
  • Strong project management, reporting, and organizational skills.
  • Experience supervising staff or leading teams.
  • Demonstrated commitment to culturally responsive community engagement.
  • Excellent communication and relationship-building skills.
  • Bilingual Spanish/English

Preferred:
  • Knowledge of energy efficiency or green building programs
  • Familiarity with incentives, rebates, or public funding programs (e.g./IRA, PCEF, ETO)
  • Green Building Credentials
    (e.g. SHP, LEED GA, LEED AP)
  • Ability to read construction plans or understand building systems.
  • Knowledge on federal Incentives & Rebates, state issued and regional building upgrade programs offered.
  • Knowledge of the Inflation Reduction Act (IRA) or other Federal Funding.

Education & Experience
  • Bachelor's degree in business administration, Public Administration, Environmental Studies, Construction Management, Community Development, or a related field preferred.
  • An equivalent combination of education and relevant work experience will be considered in place of a degree.
  • Minimum of 3-5 years of experience in program management, community-based work, construction, energy efficiency, or related field.

Reporting Structure
  • Reports to the Program Director.
  • Supervises Green Coordinators.

Work Environment & Schedule
  • LatinoBuilt currently operates with a primarily in-person work environment, with some flexibility for remote work based on role and organizational needs.
  • We continue to evolve our workplace practices to support both team collaboration and flexibility, while ensuring strong engagement with our members and community.
  • Local travel site visits, partner meetings, and community events.
  • Occasional evenings or weekends.
