Job Title: Construction Quality Control Manager

Job Description

This role oversees construction quality assurance to ensure all work and processes meet project specifications, contractual requirements, and applicable regulations. The Construction Quality Control Manager / Quality Assurance Representative coordinates closely with the Quality Control Manager and contractor teams to monitor compliance, conduct inspections, and maintain accurate project documentation. The position focuses on ensuring definable features of work are built in accordance with design and contract documents, while supporting contract administration and performance tracking throughout the project lifecycle.

Responsibilities

  • Ensure all definable features of work are installed and constructed in strict accordance with the Designer of Record’s plans, specifications, and contract documents.
  • Coordinate with the Quality Control Manager and contractor teams to monitor quality compliance across all construction activities.
  • Monitor and analyze a third-party inspection company’s testing and compliance procedures to verify adherence to project and regulatory requirements.
  • Conduct regular quality assessments on all incoming materials from vendors to confirm compliance with contracts and applicable governmental regulations.
  • Document inspection outcomes thoroughly and maintain a detailed daily log for entry into the project’s document management system.
  • Participate in preparatory, initial, and follow-up inspections as part of the three-phase inspection process to verify quality at each stage of construction.
  • Collaborate with the project team to identify non-conforming work, document deficiencies, and support the development and implementation of corrective action measures.
  • Ensure adherence to safety protocols, environmental regulations, and established quality assurance procedures throughout the project.
  • Support the Contracting Officer’s Representative and Administrative Contracting Officer in managing contract modifications, change orders, and performance tracking.
  • Assist with contract administration tasks, including deficiency tracking and documentation required for project controls and reporting.
  • Review and interpret construction drawings, specifications, and schedules to verify that field work aligns with project requirements.
  • Coordinate with field personnel, inspectors, and stakeholders to resolve quality-related issues and maintain consistent standards across all trades.

Essential Skills

  • Significant experience performing field inspections across a wide range of construction activities, including support for contract administration tasks.
  • More than 10 years of field experience in construction performing a similar quality assurance or quality control role on similar-sized projects.
  • Minimum of 5 years of quality assurance or quality control experience in the engineering or construction industry.
  • Strong background in construction, construction management, quality control, and quality assurance practices.
  • Certification in Quality Management, such as Certified Quality Engineer (CQE), Construction Quality Manager (CQM), or equivalent.
  • OSHA 30-hour safety training certification.
  • Experience with Microsoft Office for documentation, reporting, and data analysis.
  • Proficient knowledge of Bluebeam software for reviewing and managing construction documents.
  • Proficient knowledge of CADD and other engineering tools used for design review and coordination.
  • Ability to build an Independent Government Estimate (IGE) using MCACES II.
  • Proficiency with Primavera P6 and the ability to conduct schedule analysis of a contractor’s construction schedule.
  • Familiarity with industry quality standards, regulations, and governmental requirements related to construction.
  • Strong analytical and problem-solving skills to identify issues, evaluate options, and recommend effective solutions.
  • Ability to interpret and apply contract requirements, specifications, and drawings in the field.
  • Strong written and verbal communication skills for preparing reports, logs, and coordination with project stakeholders.

Additional Skills & Qualifications

  • Experience working with USACE or similar federal or public-sector construction projects.
  • Experience using RS Means Data for cost analysis and estimating support.
  • Experience with QCM (Quality Control Management) processes and systems.
  • Exposure to MCACES II-based estimating workflows and government estimating standards.
  • Experience participating in or managing three-phase inspection processes on construction projects.
  • Demonstrated ability to collaborate with multi-disciplinary project teams, inspectors, and contractors.
  • Attention to detail and strong organizational skills for maintaining accurate logs and documentation.
  • Ability to work independently in the field while coordinating effectively with office-based project personnel.

Work Environment

The role operates primarily in a construction project environment, with frequent field presence on active job sites and regular interaction with contractor teams, inspectors, and project stakeholders. Pay and Benefits

The pay range for this position is $48.07 - $55.28/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
