Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. We are highly focused and, among other efforts, currently operate a dozen active test and/or training ranges for the Army, Air Force and Navy. At NAS Oceana located at Virginia Beach, VA, SA-TECH supports the Navy Integrated Training Environment (NITE) that covers the development, integration, management and support of an integrated program to enable a continuous, multi-domain, Live, Virtual and Constructive (LVC) training platform across multiple physical training locations. Together with our partners, SA-TECH is helping integrate the Navy Combined Tactical Training Range (NCTTR) and the Southern California Offshore Range (SCORE) into the Navy Continuous Training Environment (NCTE) environment.


SA-TECH is currently looking to hire a Communications Engineering Technician IV at NAS Oceana (Virginia Beach, VA) to maintain all systems, communications equipment and all associated components.


Specific duties include (but are not limited to):

  • Coordinate preventative maintenance on all Systems and Communication equipment.
  • Perform complex troubleshooting, isolate malfunctions, repair equipment to the component level, and incorporate engineering changes.
    • Work requires detailed understanding of the interrelationships of RF operating system diagnostics and circuits.
  • Exercise independent judgment on tasks such as making circuit and waveform analyses, and tracing relationships in signal flow.
  • Use complex test instruments, such as pulse generators, spectrum analyzers, distortion analyzers, site masters and computer analytical equipment.
  • Accurately document maintenance actions in IEMS.
  • Write and review Work Instructions and procedures for all System and Communication Equipment.
    • Quality Assurance may review work for compliance with accepted practices.
  • Perform organizational, intermediate, and depot-level maintenance on assigned equipment and assist other range technicians as required.
  • Perform corrosion control on all towers and all other communications equipment as required.
  • Operate all Systems, Communications equipment and all associated components.
  • Coordinate frequency usage on all Systems and Communication equipment.
    • Work requires detailed understanding of the interrelationships of RF operating system and basic network operations.
  • Exercise independent judgment on tasks that support government customer.
  • Ensure all personnel are assigned to tasks for which they are qualified.
  • Identify training requirements and monitor training accomplishments.
  • Interface with other technicians to ensure coordination of requirements, services and tasking.
  • Support special tests, evaluations, equipment relocations, and new equipment installations as required including all communication systems.
  • Coordinate integration efforts with associate contractors.
  • Ensure all configuration changes pursuant to the duties of this position are documented and approved IAW established processes.
  • Perform other duties as assigned by Operations Manager.
  • Responsible for adhering to environmental, safety, and health standards related to the work activity, including the wearing of all personal protective equipment (PPE).
  • Must cease work and notify lead, supervisor, or manager of all unsafe conditions.
  • Complete all assigned training to include, but not limited to, monthly training assigned in SharePoint, government-assigned training in TWMS, and all other non-recurring training as assigned.
  • Accurately document work performed in Deltek for parent company and prime contractor.
  • Cross-train and qualify to operate other range systems.
  • May be required to travel up to 20% in performance of work, government joint travel regulations are applicable to all travel.
  • Work is scheduled by the manager or supervisor based on mission schedule and fleet requirements.
    • Mission support may require shifting of schedules to accommodate fleet readiness.
  • Must be operationally qualified at designated tech level within six months of hiring or promotion.
  • Other duties as assigned by the Communications Coordinator/Lead.

Work Conditions/Physical Requirements:

  • Able to lift 50 pounds solo.
  • Reports to Communications Coordinator/Lead (Site Mgr. 1).
  • Must be able to travel up to 20%, per mission needs.
  • Some intermittent overtime may be required.

Requirements

Education/Experience/Skills

  • High School diploma or equivalent is required.
  • Formal classroom education equivalent to Navy "C" School or vocational school with formal training in the field of electronic equipment maintenance and/or communications security (COMSEC).
  • Minimum position-specific training required includes URC-200, URC-721 and URC-117.
  • Must meet the DOD 8570 certifications and requirements for IAT Level 1.
  • May be required to maintain current COMSEC certification.
  • May be requested to be qualified to conduct tower climbing operations.
  • May be required to obtain & maintain a current Security+ certification (Maintenance).
  • Current Driver's License required; must be able to be insured through company's vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to hire date and maintain a Secret clearance throughout employment.
  • All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
