Position Overview: The Strategic Communications Specialist supports the Ground Personnel Navigator (GPN) Program Management Office under the Marine Corps LP IDIQ Task Order. In this role, the specialist develops and executes comprehensive communications strategies that advance GPN program objectives, support stakeholder engagement across Marine Corps and DoD audiences, and ensure consistent, accurate messaging for all program-related products and initiatives.

Job Type: Full-time/Exempt | Location: Pentagon / Quantico (Hybrid) | Anticipated Start Date: Upon Contract Award

Position Responsibilities:

  • Develop and maintain a comprehensive Strategic Communications Plan for the GPN program, including internal and external messaging frameworks aligned with Marine Corps and DoD communication standards.
  • Create, edit, and disseminate program communications products including briefings, newsletters, fact sheets, talking points, web content, and executive-level information papers.
  • Coordinate and synchronize GPN communications efforts across HQMC, MCICOM, Marine Corps Recruiting Command, and other stakeholder organizations.
  • Support senior leadership engagement by drafting speeches, remarks, and presentation materials for GPN-related forums, conferences, and working groups.
  • Monitor and track stakeholder feedback and develop responsive communication products to address concerns, highlight program progress, and reinforce key messages.
  • Collaborate with the Program Manager and government COR to ensure all communications products align with contractual deliverables, program objectives, and Marine Corps branding standards.
  • Develop and manage a program communications calendar to coordinate message timing and maximize stakeholder reach.
  • Support media engagement, congressional inquiries, and public affairs efforts related to GPN program activities as directed.
  • Maintain records of all communications products and develop metrics to assess the effectiveness of communications strategies.
  • Assist in the development of training and orientation materials to onboard new stakeholders and program participants.
Requirements:

Position Requirements:

  • Bachelor's Degree in Communications, Public Affairs, Journalism, English, or a related field.
  • Minimum of 5 years of experience in strategic communications, public affairs, or stakeholder engagement within a DoD or federal government environment.
  • Demonstrated ability to develop and execute communications strategies for complex programs across multiple stakeholder audiences.
  • Strong written and oral communication skills with a proven track record of producing executive-level products.
  • Active Secret security clearance.
  • Proficient with MS Office Suite (Word, PowerPoint, Excel, SharePoint) and common collaboration platforms (Teams, SharePoint Online).

Preferred Skills/Experience:

  • Master's Degree in Strategic Communications, Public Affairs, or related field.
  • Experience supporting Marine Corps or MCICOM communications programs.
  • Familiarity with Marine Corps doctrine, organizational structure, and personnel management systems.
  • Experience with digital communications tools, web content management systems, or social media platforms in a government context.
  • PMP or equivalent program/project management certification.
  • Experience supporting congressional liaison or public affairs functions within DoD.

Pay Range

United States of America: $91,587 - $110,000 USD

Base pay offered may vary depending on geography, job-related knowledge, skills, and experience. A full range of medical, financial, and/or other benefits, dependent on the position, is offered.
