Position Summary

The Program Manager is responsible for providing the overall leadership, management, and administrative oversight necessary to ensure the successful execution of the Medical Instructional Operations Support Services (MIOSS) contract. Serving as the primary interface between Hatalom Corporation and the Government, the Program Manager requires a strong understanding of Army medical training, Combat Medic training, MEDCOM/AMEDD, medical readiness, and/or Medical Simulation Training Center (MSTC) operations. The ideal candidate is a former Army senior NCO, Major, or Lieutenant Colonel who has directly led medical training operations, managed instructors, supervised training teams, or supported Army medical readiness programs. Contingent upon contract award.


Essential Duties and Responsibilities

  • Provide overall management and administration of the MIOSS contract to ensure successful contract execution.
  • Serve as the primary point of contact for the Government Contracting Officer, COR, and customer stakeholders.
  • Lead the Program Management Office (PMO) and oversee contract performance across all MSTC locations.
  • Manage staffing, subcontractors, budgets, schedules, and resources to meet contract requirements.
  • Monitor program metrics and Technical Performance Measures (TPMs) to evaluate contract performance and identify opportunities for improvement.
  • Conduct program reviews, In Progress Reviews (IPRs), and Integrated Product Team (IPT) meetings with Government stakeholders.
  • Develop and implement corrective action plans to address program risks and performance issues.
  • Oversee implementation of the Quality Control Plan (QCP) and ensure compliance with all contract requirements.
  • Ensure timely submission of contract reports, deliverables, and other required documentation.
  • Foster strong customer relationships while promoting continuous improvement and operational excellence.


Required Qualifications

  • Bachelor's degree in Business Administration, Healthcare Administration, Project Management, or related field.
  • Army medical training experience, including background in Combat Medic training, AMEDD, MEDCOM, MSTC operations, or operational medicine.
  • Experience managing geographically dispersed teams and multi-site operations.
  • Strong knowledge of DoD management, budgeting, staffing, quality assurance, and performance metrics.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Experience supporting DoD or Army training programs preferred.
  • Experience managing instructors, training schedules, training delivery, and training standards.
  • Strong customer-facing skills with Army or Government stakeholders.
  • Ability to manage staffing, performance, reporting, risk, and contract execution.
  • Prior Program Manager, Deputy PM, Training Manager, Operations Manager, Site Manager, or Senior Instructor experience preferred.
