JOB SUMMARY: Catholic Charities is seeking a dynamic and self-motivated people leader who is compassionate, trauma-informed, and culturally aware to serve as a Program Manager II overseeing multiple sites on a float basis.

The Program Manager II provides leadership and operational oversight on a float basis for our Residences across Minneapolis and St Paul. This role ensures coordinated, high-quality services delivered in partnership with community organizations such as Ramsey County, Hennepin County Minnesota Community Care, veteran services, and mental-health providers. The Program Manager cultivates a trauma-informed, inclusive environment that fosters dignity and belonging while maintaining strong operational, financial, and compliance standards.

The successful candidate demonstrates collaborative leadership, strong business acumen, and a deep commitment to Catholic Charities’ mission of ending homelessness and poverty.

ESSENTIAL FUNCTIONS:

  1. Provide strategic and day-to-day leadership for the Residences operations and service coordination.
  2. Supervise, coach, and support program staff to deliver high-quality, trauma-informed services.
  3. Oversee program budgets and expenditures; ensure compliance with funding and reporting requirements.
  4. Partner with internal teams and external organizations to maintain seamless referral and navigation systems.
  5. Monitor data accuracy, outcomes, and reporting for accountability and continuous improvement.
  6. Lead program planning and quality-assurance initiatives that align with agency and community goals.
  7. Represent Catholic Charities in cross-agency meetings and collaborative networks focused on homelessness and housing stability.
  8. Foster an inclusive, welcoming environment that reflects Catholic Charities’ mission and values.
  9. Perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
  • Has the ability to work with diverse and/or low-income populations, including those who may be experiencing homelessness, unstable housing, and/or mental illness.
  • Commitment to trauma-informed care, harm reduction, and housing-first principles.
  • Equivalent experience or bachelor’s degree in human services, public administration, or a related field
  • Minimum of three (3) years of progressive program management and supervisory experience.
  • Demonstrated experience with budget oversight and data-driven program management.
  • Knowledge of issues related to homelessness, mental health, chemical dependency, and housing systems.
  • Proven ability to lead and inspire diverse teams in a fast-paced environment.
  • Excellent communication, collaboration, and problem-solving skills.
  • Valid driver’s license and proof of insurance required.
