Department Summary
Early Childhood CARES provides early intervention and early childhood special education services to infants, toddlers, and preschool children in Lane County. Over 1700 children who have developmental delays or disabilities are served each year.
Early Childhood CARES services include parent consultation, parent-toddler groups, specialized preschools, consultation with children in community preschools or childcare, and speech, physical or occupational therapy.
Service providers who work for Early Childhood CARES have teaching licenses or state license/authorization to teach young children. They are specialists in early intervention/early childhood special education, speech-language therapy, physical therapy, occupational therapy and school psychology.
Early Childhood CARES is funded by the Oregon Department of Education (ODE) with state and federal dollars.
Position Summary
The Program Compliance and Records Manager provides program-wide leadership for Early Childhood CARES records governance, regulatory compliance, data integrity and compliance-related administrative operations. The position interprets and applies federal and state requirements, including IDEA, FERPA, HIPAA, Oregon Administrative Rules (OAR), Oregon Department of Education requirements, Oregon Health Authority audit requirements, records retention rules, and confidentiality standards, independently in assigned areas and in collaboration with other program leadership when required for program-wide alignment. The position establishes, approves, and implements local procedures in assigned areas of responsibility and collaborates with co-directors, program coordinators, and other program leaders on procedures requiring program-wide alignment.
The Program Compliance and Records Manager serves as a member of the program's leadership structure for matters related to records governance, compliance strategy, documentation standards, reporting, data integrity, and workflow. The position has authority to identify compliance deficiencies, determine required corrective action, and direct staff, service providers, and subcontractors to correct incomplete, inaccurate, or noncompliant documentation or practices. Decisions made by the Program Compliance and Records Manager affect audit readiness, program compliance, child and family privacy, state reporting, litigation exposure, corrective action plans, and continued grant compliance.
The Program Compliance and Records Manager is responsible for supervising a team of classified staff, including work direction, performance management, staffing recommendations, and corrective action in consultation with program leadership and Human Resources.
The position works independently while collaborating with the co-directors, program coordinators, and ecWeb project manager. This position is supervised by the Early Childhood CARES Co-Directors.
Minimum Requirements
• Bachelor's degree in education, special education, public administration, business administration, information management, health administration, social services or a related field; or an equivalent combination of education and experience may substitute for the degree requirement.
• Three years of experience interpreting and applying laws, rules, policies, or regulatory requirements in a regulated education, human services, health care, public-sector, or compliance-focused environment.
• Experience developing, implementing, or maintaining procedures, documentation standards, compliance processes, records-management practices, or operational controls.
• Experience working with confidential records, regulated data, or secure information systems.
• Two years of experience supervising or leading staff, including assigning and reviewing work, establishing performance expectations, and providing feedback on performance.

• Ability to exercise independent judgment in interpreting and applying complex legal, regulatory, and agency requirements.
• Ability to establish, approve, and implement local procedures and operating standards.
• Ability to identify compliance deficiencies and direct corrective action.

• Ability to advise program leadership on compliance risk, workflow, staffing, reporting, and operational improvements.
• Skilled in managing multiple priorities, projects, and deadlines with strong organizational skills and attention to detail.
• Ability to communicate effectively verbally and in writing with diverse audiences, translating complex regulatory and technical information into clear guidance.
• Skilled in building collaborative working relationships with internal and external stakeholders, such as University of Oregon legal counsel, government agencies, and community partners.
Preferred Qualifications
• Experience developing and implementing compliance procedures or operational controls in response to audit findings, agency guidance, or legal/regulatory requirements.
• Experience administering secure electronic records, database, or educational data systems, including user access, security permissions, data integrity, and reporting functions.
• Experience interpreting and applying IDEA, FERPA, HIPAA, Oregon Administrative Rules (OAR), and related Oregon Department of Education and Oregon Health Authority requirements.
• Experience preparing regulatory reports, conducting data analysis, and using data to support organizational decision-making.
• Experience working collaboratively with legal counsel, child welfare agencies, educational organizations, or other public-sector partners on confidentiality, records, or compliance matters.
• Experience supervising staff, including establishing performance expectations, conducting performance evaluations, addressing performance concerns, and participating in hiring or corrective action processes.
