Job description

MELE Associates, Inc. is seeking to add an experienced Program Assessment Subject Matter Expert to support the National Nuclear Security Administration (NNSA) in the execution of its mission, including providing technical, programmatic management, environmental planning and logistics support services. This full-time on-site position is contingent upon contract award.

Essential Functions:

  • Support deep dives on program related tasks, compose analysis, research support human research topics, conduct FOI studies.
  • Identify requirements, interfaces, and integration issues with recommendations for resolutions based on findings and defend quantitative analysis to management.
  • Supporting NNSA in conducting broad-based independent project management reviews, and assessments. Identify, track, mitigate, and resolve technical risks and issues related to product and/or system performance objectives.
  • Support shall include but is not limited to technical and programmatic assessments and audits of ongoing and completed projects.
  • Review and assess the processes used by NNSA and its contractors to identify project requirements.
  • Execute and manage relevant projects (e.g., Stockpile Management; Directed Stockpile Work; strategic materials; readiness of technical staff; infrastructure and facilities; renovation of existing or acquisition of new facilities and capabilities; nuclear materials consolidation; and technology development, identification, maturation, and insertion).
  • Support workforce analysis and projections associated with implementing current and projected future NNSA workloads.
  • Analyze effectiveness of current NNSA practices and recommend improvements.
  • Recommend guidelines for management and planning to continue to assist NNSA with establishing and implementing an overall process with more control of projects to reduce cost and schedule overruns.
  • Conduct independent technical and programmatic assessments / evaluations of:
    • NNSA’s nuclear weapons electronic product realization (PR) information and data management applications/ systems
    • Systems utilized in the NNSA nuclear weapons design-to- production environment
    • PRIDE’s NSE transformational achievements/impacts
    • Warhead Life Extension Program (LEP) product realization information technology advancements
    • Return on Investments (ROI) supporting long-term Stockpile Stewardship
    • Contributions to PR systems/applications technical planning, information management objectives
    • Classified Need-to-Know models-based engineering environment and Enterprise Architecture decision analyses
    • Cybersecurity, supply chain, and other risks our digital program poses to the mission
    • Progress towards Models-based Enterprise (MBE), Models-based Definition (MBD) and Digital Engineering (DE)

Minimum Qualifications:

  •  Current, active DOE Q Clearance/Top Secret Clearance with ability to acquire SCI.
  • PhD from an accredited university or college.
  • Minimum 25 (25) years of government experience, including a minimum of seven (7) years of experience with NA-10/DP.
  • Superior communication, organizational, interpersonal, and writing skills.

This position is contingent upon contract award.

LOCATION: This is a full-time on-site position in Washington, DC  20585, Germantown, MD 20874 or Albuquerque, NM 87123 USA

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position. The salary range for this position is $295-305K.
