Job Description

The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to contribute to applications systems analysis and programming activities.

Technical leadership and delivery role responsible for leading the design, delivery, and support of reconciliation solutions on the Transaction Lifecycle Management (TLM) platform, supported by Oracle and Unix technologies. The candidate brings strong prior hands-on TLM, Oracle PL/SQL, and Unix experience and applies it to direct a team, validate solutions, resolve complex issues, and drive delivery to the highest standards of quality and control. Other job-related duties may be assigned as required.
Responsibilities:

  • Conduct tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establish and implement new or revised applications systems and programs to meet specific business needs or user areas
  • Monitor and control all phases of development process and analysis, design, construction, testing, and implementation as well as provide user and operational support on applications to business users
  • Utilize in-depth specialty knowledge of applications development to analyze complex problems/issues, provide evaluation of business process, system process, and industry standards, and make evaluative judgement
  • Recommend and develop security measures in post implementation analysis of business usage to ensure successful system design and functionality
  • Consult with users/clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems
  • Ensure essential procedures are followed and help define operating standards and processes
  • Serve as advisor or coach to new or lower level analysts
  • Has the ability to operate with a limited level of direct supervision.
  • Can exercise independence of judgement and autonomy.
  • Acts as SME to senior stakeholders and /or other team members.
  • Lead translation of business and operational requirements into scalable, auditable TLM reconciliation solutions across cash, stock, securities, and position reconciliations.
  • Oversee the full reconciliation lifecycle: data ingestion, validation, matching, exceptions, break investigation, ageing, workflow, reporting, and controls.
  • Review and validate TLM configurations, source-data mappings, match rules, exception workflows, dashboards, and control processes.
  • Guide match-rule design and optimization — including exact, tolerance-based, one-to-one, one-to-many, and many-to-many approaches — to improve match rates without weakening controls.
  • Provide oversight of TLM WebConnect and TLM View dashboards covering match rates, open breaks, ageing, exceptions, SLA adherence, and control totals.
  • Lead design and review of standard and custom control processes in TLM Control Process Designer, ensuring appropriate sequencing, error handling, restart, and recovery.
  • Apply knowledge of TLM backend tables and data structures to guide investigations and root-cause analysis.
  • Review Oracle SQL and PL/SQL solutions including analytical queries, stored procedures, bulk-data extraction, and performance optimization.
  • Review Unix/Linux shell scripts for batch processing, file handling, scheduling, monitoring, error handling, and restart and recovery.
  • Lead a team of TLM, Oracle, and technical analysts; allocate work, manage plans, milestones, dependencies, risks, and blockers.
  • Conduct design, configuration, code, and peer reviews; mentor team members and build team capability.
  • Collaborate with business stakeholders, operations, product owners, testing, production support, infrastructure, and release-management teams.
  • Ensure thorough testing, traceability, release compliance, production validation, and post-release support.
  • Oversee use of GitHub, Lightspeed, UrbanCode, or equivalent CI/CD and source-control tools.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Recommended Qualifications:

  • 5+ years of relevant experience
  • 3+ years’ experience in systems analysis and programming of software applications
  • 3+ years’ experience in managing and implementing successful projects
  • 3+ years’ experience with Oracle SQL and PL/SQL experience: analytical queries, stored procedures, packages, bulk-data processing, query tuning, and execution-plan analysis.
  • 3+ year experience with Unix/Linux shell scripting experience: batch processing, file handling, scheduling, monitoring, logging, error handling, and recovery.
  • Experience designing, configuring, testing, and optimizing TLM match rules across all applicable matching types.
  • Prior experience with TLM WebConnect, TLM View, and TLM Control Process Designer, including custom control-process development.
  • Strong knowledge of TLM backend tables, data structures, and end-to-end data tracing.
  • Proven ability to lead developers and analysts, manage delivery, conduct reviews, and resolve complex technical issues.
  • Strong stakeholder-management, communication, and risk-reporting skills.
  • Experience with GitHub, Lightspeed, UrbanCode, or equivalent CI/CD and release-management tools.
  • Working knowledge of consulting/project management techniques/methods
  • Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements
  • Strong prior hands-on experience with the TLM platform, end-to-end reconciliation configuration, and delivery of cash, stock, securities, or position reconciliations.
  • Deep understanding of banking reconciliation concepts: matching, exceptions, breaks, ageing, proofing, control totals, and lifecycle management.
  • Preferred/Added Advantage: HDFS, Databricks, Starburst, Kafka, Core Java, Spring Boot, REST APIs, Python, Angular, or React.
