Nature of Work ***This job opportunity is not in the classified service and is not covered by the West Virginia Division of Personnel merit system. *** DEP2600192 Engineer Trainee West Virginia Department of Environmental Protection Division of Land Restoration Abandoned Mine Lands; Design Designated counties: Boone, Braxton, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, McDowell, Mason, Mercer, Mingo, Monroe, Nicholas, Putman, Raleigh, Roane, Summers, Wayne, and Wyoming Office Location: 601 57th Street, Southeast, Charleston, WV 25304 Or 1159 Nick Rahall Greenway, Fayetteville, WV 25840 This position is classified exempt; therefore, does not fall under the classified service. Employee will be assigned to the Office of Abandoned Mine Lands and Reclamation (AML&R), Design Section in the Charleston Headquarters or Fayetteville Regional office. Under supervision of the Charleston Design Administrator, employee will perform work on a variety of engineering services.

Duties and expectations include: Carry out all Division of Purchasing duties to select qualified engineering firms for AML&R projects and ensure construction schedules are met. Monitor contractors' development of design plans and specifications. Analyze design concepts for construction feasibility, cost-effectiveness, compliance with engineering practices, and alignment with reclamation objectives and standards.

Review designs for technical accuracy and quality control. Perform site investigations to assess geotechnical conditions and establish project scope and objectives. Develop design objectives and determine scope of work needed to achieve reclamation goals.

Conduct field and office meetings/conferences and provide technical guidance on design methods and contract procedures. Coordinate activities involving drilling, mapping, surveying, and water monitoring. Perform engineering calculations for reclamation plan design features.

Evaluate data from hydrologic, hydraulic, earthwork, and geotechnical studies. Maintain and provide detailed computer workflow reports and progress schedules for contracted design work. Keep accurate records of design changes and economic impacts for quality control.

Perform other duties as assigned. Must be computer literate and able to learn AutoCAD and GIS software. Notes: Regular attendance is an essential part of this position.

Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position. The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter. All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).
