Job description

Overview
Apogee has an exciting new opportunity for a Policy Analyst (Air Forces Central Command) to support Headquarters United States Air Force (HAF/A10). In this role, you will provide full-time, on-site arms control subject-matter expertise to the Air Forces Central Command and other DAF units, supporting a full range of arms control activities, arms control policy formulation, development, and dissemination.
The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.
This is a full-time, on-site position located at Shaw Air Force Base in Sumter, SC.

Responsibilities
  • Policy Formulation & Dissemination. Conduct research and analysis on policy and technical issues to provide recommendations on treaty negotiations, implementation, and compliance. Serve as the primary liaison between the AFCC, HAF, the DoW, and interagency forums (e.g., CRGs, IWGs)
  • Implementation & Compliance. Provide technical expertise on all treaty implementation and compliance activities. Support the preparation of annual programming and budgeting submissions for the AFCC treaty-related activities. Review and provide input on AFCC and unit-level compliance plans and instructions. Input all required notifications and data into the Arms Control Enterprise System (ACES).
  • Exercise & Inspection Support. Plan, schedule, and manage annual exercise events within the AFCC Area of Responsibility (AOR). Assist units in preparing for treaty implementation exercises and real-world on-site inspections. Provide direct on-site assistance during exercises and inspections and update all relevant HAF and AFCC guidance documents.
  • Education & Training. Deliverable: Provide quarterly-reviewed and updated AFCC-unique training materials. A log of changes will be submitted with each update.
  • Modernization & Acquisition. Work directly with Program Executive Offices (PEOs) and System Program Offices (SPOs) to review and track acquisition programs, ensuring full compliance with all in-force and developing treaties. Provide treaty expertise and advice to PEOs and SPOs regarding program impacts on treaty compliance.
  • Analysis & Research. Conduct detailed research and analysis on policy and technical issues to support AFCC positions on treaty negotiations, implementation, and compliance. Produce formal treaty analysis papers, impact assessments, and recommendations.
  • Conference & Meeting Support. Provide full logistical support for all AFCC-sponsored conferences, workshops, and meetings. Prepare and manage all event materials (agendas, briefings, etc.), facilitate the event, and produce detailed after-action reports and meeting minutes.
  • Policy Analysis & Recommendation. Conduct continuous research, review, and analysis of policy and technical issues. Provide formal comments on official documents and produce detailed recommendations on Air Force policy and operations concerning treaty negotiations, implementation, and compliance.
  • Interagency Liaison. Serve as the primary liaison between the supported AFCC and external entities, including DAF, the DoW, and other interagency planning and policymaking forums. Represent AFCC equities and positions in key forums such as CRGs, IWGs, and interagency backstopping meetings.

Qualifications
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must have an active Top Secret clearance with SCI eligibility
Education: Bachelor's degree
Years of Experience: Ten (10) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
Preferred Qualifications:
Education: Master's degree
Years of Experience: Eight (8) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
