Job description

Oracle Cloud Infrastructure (OCI) is seeking a Senior Manager, Technical Program Management (Capacity) to lead the strategy, governance, and operations for OCI test regions. This role will standardize how testing is requested, approved, scheduled, and measured across organizations, while building the operational capability (processes, tooling, and team) to improve reliability, increase capacity visibility, and reduce the total cost of testing.

You will partner closely with engineering, SRE/operations, capacity planning, finance/FinOps, security/compliance, and program management to ensure test environments are used efficiently and safely, with clear accountability and transparent reporting.
 

Test Governance & Operating Model

  • Define and implement a global governance framework for OCI testing across all test regions (policies, intake, prioritization, scheduling, SLAs, and escalation paths).
  • Establish standards for environment lifecycle management (provisioning, retention, cleanup, decommissioning) to reduce waste and cost.
  • Create clear decision rights and communication mechanisms across stakeholder groups (engineering, product, operations, finance).

Test Request Intake & Tooling

  • Help design and deliver a central test request system/tool that enables:
    • Standardized intake (what's needed, when, duration, resource types, dependencies)
    • Approval workflows and prioritization logic
    • Scheduling/reservations and capacity visibility
    • Status tracking, audit trails, and reporting dashboards
  • Partner with internal platform teams to integrate with existing OCI systems.

Capacity Management & Planning

  • Forecast demand, plan supply, and manage contention
  • Coordinate incident response and operational readiness for critical test events (e.g., launches, large-scale performance tests).

Cost Reduction & Efficiency (FinOps for Test)

  • Identify and execute opportunities to reduce total testing cost while preserving engineering velocity and quality, including:
  • Define and publish KPIs (utilization, throughput, lead time, cost per test, waste/idle %, forecast accuracy).

Build and Lead the Team

  • Build a small, high-impact team to manage operations, intake, and capacity planning for test regions.
  • Create runbooks, on-call/escalation (if applicable), and an execution rhythm (weekly prioritization, monthly performance reporting, quarterly planning).

US: Hiring Range in USD from: $118,500 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. This team is targeting candidates in the U.S. who can work ONSITE in Nashville-TN (5 days/week). Relocation Assistance provided (this is not a remote position).

Minimum Qualifications:

  • 10+ years of experience in technical program management.
  • Must have cloud infrastructure experience.
  • Experience leading cross-functional programs in engineering operations or large-scale environment management.
  • Demonstrated ability to create governance models and drive adoption across multiple organizations.
  • Knowledge or experience with capacity management concepts (forecasting, reservations, prioritization, utilization optimization).
  • Proven track record of cost optimization initiatives (FinOps mindset) and data-driven decision-making.
  • Strong stakeholder management skills-able to influence leaders and resolve competing priorities with clear tradeoffs.

Preferred Qualifications:

  • Experience developing strategy with capacity planning.
  • Experience implementing request systems integrated with enterprise workflows (e.g., ticketing, approvals, identity/access).
  • Understanding of security, privacy, and compliance considerations for shared test environments (access controls, data handling, auditability).
  • Experience operating global services with distributed teams.
