Program Monitor, Quality Assurance & Improvement
Location: New York, NY (Onsite)
Schedule: Full-time, 35 hours/week | Monday-Friday, 9:00 AM-5:00 PM
Work Arrangement: Fully onsite with regular travel between NYC program sites (Queens and Manhattan)
Salary Range: $60-70K; based on experience
Overview
A mission-driven organization in New York City is seeking an Program Monitor, Quality Assurance & Improvement to lead program monitoring initiatives that strengthen compliance, performance measurement, and continuous improvement. This role conducts internal audits and systematic reviews to evaluate adherence to funding deliverables, contractual obligations, regulatory requirements, and operational standards. The position partners closely with program leadership, contract compliance leadership, data stakeholders, and other cross-functional teams to identify risk, gaps, and improvement opportunities-and supports corrective action planning to ensure audit readiness, strong data integrity, and consistent reporting practices.
Key Responsibilities
  • Support performance monitoring and continuous improvement initiatives tied to program funding sources
  • Assist in developing, implementing, and maintaining data collection systems and processes to ensure accurate, timely reporting for planning, evaluation, and compliance
  • Monitor contract goals, outcomes, and performance indicators to ensure required deliverables are met; recommend corrective actions and performance improvements
  • Participate in funder-required compliance meetings, audits, and site visits
  • Collaborate with program leadership to complete evaluation surveys, corrective action plans, and annual performance reviews (APRs) to maintain funding eligibility
  • Serve as Privacy Officer, ensuring compliance with applicable privacy laws and regulations
  • Maintain current knowledge of new and existing rules, regulations, protocols, and manuals; communicate relevant updates to directors and managers
  • Assist with interpreting regulatory/contractual requirements and provide guidance to service directors and program staff
  • Partner with leadership to develop, revise, and assess internal tools, procedures, and management systems to support compliance with agency and regulatory standards
  • Support policy development and revision in response to City, State, and Federal regulatory changes
  • Track and monitor completion of corrective action plans and implementation of recommendations from audits, monitoring reviews, or special compliance meetings
Required Qualifications
  • Bachelor's degree in Business Administration, Public Administration, Data Analytics, Quality Management, Operations Management, or related field
  • 3-5 years of experience in quality assurance, compliance standards, program monitoring, or program evaluation (nonprofit/government-funded experience helpful, but not required)
  • Strong analytical and problem-solving skills with exceptional attention to detail
  • Advanced Microsoft Office skills, especially Excel (pivot tables, VLOOKUPs, and data analysis)
  • Excellent written/verbal communication with ability to produce clear documentation and reports
  • Ability to translate complex regulations into actionable, practical processes
  • Demonstrated ability to manage multiple priorities and deadlines in a fast-paced environment
Preferred Qualifications
  • Familiarity with OMH, DOHMH, DYCD, DFTA, and HUD-funded programs; government contract compliance; privacy regulations; and performance evaluation frameworks
  • Certifications such as CQIA, CQA, or Lean Six Sigma (Yellow/Green Belt)
