Position Overview

The Programs Manager oversees mainstreamed facility and community programs for youth and adults with disabilities to ensure high-quality, person-centered service delivery in full compliance with DDD, PerformCare, Medicaid, and applicable regulations. This role is also responsible for driving program expansion, increasing enrollment, and developing new service opportunities aligned with community needs and organizational goals.

Essential Responsibilities

  • Ensure full compliance with DDD, PerformCare, Medicaid, and agency policies
  • Maintain accurate, timely, and audit-ready documentation (ISPs or IRPs, service notes, incidents, authorizations)
  • Monitor service delivery to ensure alignment with approved services and billing requirements
  • Conduct quality assurance reviews and implement corrective action plans as needed
  • Develop and implement person-centered curriculum aligned with participant goals
  • Oversee ISP or IRP implementation and track participant progress and outcomes
  • Supervise, train, and support Program Coordinators and direct support staff
  • Manage daily program operations, staffing, and scheduling across all service areas
  • Coordinate with Support Coordinators, families, and PerformCare to ensure continuity of care
  • Monitor program budgets, expenses, and financial performance
  • Lead program expansion efforts, including outreach, partnership development, and increasing participant enrollment
  • Identify and develop new program opportunities based on community needs, funding streams, and organizational growth strategies

Qualifications

  • Experience with DDD, PerformCare, or similar systems preferred
  • Knowledge of person-centered planning and Medicaid-funded services
  • Strong leadership, organizational, and communication skills
  • Experience with compliance, documentation, audits, and program development

Employment Requirements

  • Successful completion of background checks, fingerprinting, and drug screening.
  • Successful completion and maintenance of required certifications and trainings, including CPR, First Aid, Handle With Care, and College of Direct Support (CDS) coursework.
  • Ability to remain alert and awake throughout all scheduled working hours.
  • Maintain reliable telephone access for scheduling and emergency communication
