Nestled in Arizona's scenic Verde Valley, Camp Verde offers a unique blend of rural charm, natural beauty, and economic opportunity. Strategically located at the intersection of Interstate 17 and State Route 260, Camp Verde is approximately 90 minutes north of Phoenix and 45 minutes south of Flagstaff. Under direction from the Town Council, the Town Manager serves as the administrative head of the Town having responsibility for the proper administration of all affairs of the town government. Working directly with the Department Heads, the Town Manager is responsible for ensuring accountability throughout the organization, the achievement of tangible results, and the implementation of policies of the Town Council in an effective manner; work involves planning, budget and financial management, problem solving and organizing with the authority to make decisions as well as delegate to others; the work environment is relatively unpredictable and requires the ability to manage many projects at once and exhibit flexibility in the face of change; although governed by policies, the Manager must frequently act without precedent.
CHARACTERISTICS:
This executive classification oversees, directs, and participates in assigned programs and projects including Town-wide organizational activities and operations, organizational strategies and formulation and attainment of Town goals and objectives. The Town Manager provides guidance and direction with visionary and innovative leadership, supervision and management of employees. The classification regularly interacts with the Town Council, and departmental representatives in obtaining and coordinating projects and information. Successful performance of the work requires knowledge of public policy, municipal functions, and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the Town with those of other departments and agencies and managing and overseeing the complex and varied functions of the Town. The incumbent is accountable for accomplishing organizational planning and operational goals and objectives and for furthering Town goals and objectives within general policy guidelines.
Primary Duties & Responsibilities
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Serves as the principal advisor to the Mayor and Town Council; provides leadership, direction and guidance in all matters of the Town; evaluates and analyzes organizational issues and policies, and recommends and implements solutions; analyzes financial information on Town operations; evaluates Town's needs, and makes recommendations; reviews and monitors status reports, and recommends appropriate actions and plan modifications; oversees the financial status and accounting of all monies of the Town; makes regular reports to Town Council and assures effective communication of Town issues.
  • Maintains the administrative organization of the Town to ensure efficiency of operation; annually prepares a proposed budget for the Town; appoints all department heads and supervises their performance on a day-to-day basis; identifies service and policy needs of Camp Verde and brings to them to the attention of the Town Council with recommendations for action.
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; makes decisions on compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, in accordance with the Town's Personnel Manual.
  • Provides leadership and works with department directors to develop and retain highly competent, customer service-oriented staff through selection, compensation, training and day-to-day management practices that support the Town's mission and values.
  • Facilitates the continuing development of a coordinated, up to date, technology system for all departments in the Town.
  • Maintains effective relationships with a variety of community organizations, groups and individuals to promote positive public relations; coordinates assigned activities with relevant departments and outside agencies and organizations on the federal, state and local levels.
  • Makes interpretations of Town ordinances, codes and applicable laws and regulations to ensure compliance.
  • Coordinates departmental activities and sets attainable goals for all municipal departments; acts as a purchasing agent for all municipal departments and oversees the bid process on major purchases; maintains contact with public by handling suggestions, complaints and information requests; carries out the directives of the Town Council.
  • Attends meetings of the Town Council, ensuring the preparation of agendas, supporting documents, and information pertinent to agenda items; attends various meetings on behalf of the Town; enforces municipal and State codes; interacts with numerous municipal committees as needed.
  • Manages and directs follow-up to Town Council requests; interprets Town Council instructions and requests; ensures responsive and timely action on Town Council, citizen, employee and other public agency inquiries, requests, instructions, and complaints.
  • Explains, justifies, and defends Town programs, policies, and activities; negotiates and resolves sensitive and controversial issues; responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Maintains current knowledge of new trends and innovations in the field of municipal management and public administration; attends and participates in professional association meetings; participates in professional development activities; reads publications relevant to area of assignment.
  • Assures the Town effectively pursues federal and state grants and other sources of non-tax revenue. Prepares and directs the preparation of federal and State grant requests and oversees grant programs.
  • Monitors legislation pending in the legislature; secures policy direction from the Council and communicates same to legislators. May act as liaison to congressional staff or lobbyists.
  • Responsible for coordination of all Town collective bargaining and serves as Town representative in negotiation with workers' union organizations.
  • Serves as the Town's public relations officer. Responsible for maintenance of the Town's web site and other communications assets in facilitating better communication with citizens.
  • Performs other related duties as assigned or required.

MANAGERIAL RESPONSIBILITIES:
Directly supervises Department Heads and indirectly supervises all Town employees. The work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines. Exercises general direction and supervision over management, supervisory, professional, technical, and clerical staff through subordinate levels of supervision.
Minimum & Preferred Qualifications

  • Master's Degree in public administration, business administration or related field.
  • Ten (10) years of experience in local government, with previous experience as a City/Town Manager preferred.
  • ICMA-Credentialed Manager designation.
