Responsibilities:

The Program Manager will support Barrow Wise's State of Maryland Department of General Services (DGS) project and perform the following duties:

  • Serve as the single point of contact for the State regarding day-to-day IT project operations.
  • Oversee and direct all resources provided under this RFP.
  • Responsible for overall project governance, communications with executives, planning, budgeting, execution, monitoring, control, quality assurance, and implementing course corrections as needed.
  • Manage day-to-day project activities.
  • Identify issues and risks and recommend possible issues and risk mitigation strategies.
  • Facilitate State agency and Contractor discussions/meetings.
  • Ensure that performance is within scope, consistent with requirements, and delivered on time and within budget.
  • Identify critical paths, tasks, dates, testing, and acceptance criteria.
  • Ensure the application of State SDLC standards.
  • Provide solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels).
  • Monitor issues and provide resolutions for up-to-date status reports.
  • Document and deliver project management-related artifacts.

An ideal candidate has the following:

  • U.S. Citizenship
  • Bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or a related discipline.
  • Possess a Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • Minimum of ten (10) years of experience in project management.
  • Minimum of eight (8) years of experience managing complex IT development projects, similar to that described in the Statement of Work.
  • Minimum of three (3) successful projects with an organizational change management component that involves working with stakeholder groups across the organization.
  • Minimum of five (5) years of experience using PMI's Project Management Body of Knowledge (PMBoK) methodologies and artifacts.
