SSVF Program Manager

Columbus House opened its doors in 1982 to provide services for men and women at least 18 years of age. Our goals quickly broadened from the mere provision of food and shelter and simple survival, to understanding and working toward overcoming the problems which cause people to become homeless. 
Columbus House, along with its core of loyal supporters, friends, and volunteers, has remained committed to fulfilling its mission: "To serve people experiencing homelessness or at imminent risk by providing life-saving outreach, shelter and housing and by fostering their personal growth and independence. We advocate for and create affordable housing to end homelessness in our communities." 

Purpose

With guidance from the Director of Middlesex & Veteran Services, the SSVF Program Manager will screen referred applicants, assist applicants through the eligibility process, and if qualified, provide on-going oversight based on program requirements. The goal of the program is to promote housing stability among very low-income veteran families who reside in or are transitioning to permanent housing. The Program Manager will provide direct supervision and program oversight to case managers and the SOAR Benefit Specialist.

Duties and Responsibilities

  • Hire, train, and supervise all SSVF program staff and provide all necessary oversight ensuring consistency and continuity of services rendered
  • Review SSVF program applicants to ensure that accepted clients fit program parameters outlined in the most recent SSVF Program Guide
  • Perform internal file audit for all files turned in for File Review and Close Out and record the results and provide feedback by email and one-on-one Supervision
  • Complete a minimum of three files audit each per month and record the findings on the File Review Worksheet and submit the result to the Director of Quality Assurance and the case manager
  • Review and approve all Temporary Financial Assistance and supporting documentation
  • Track all Temporary Financial Assistance so the program does not exceed the 40% Prevention dollar threshold
  • Perform intakes when necessary; completing all required documentation including client files, correspondence and case notes
  • Build and strengthen business relations in Middlesex, New London and New Haven counties. Provide oversight and tracking to ensure all applicants that are not eligible for the SSVF Program are referred to the appropriate community providers
  • Supervise landlord outreach and education efforts; market program information to all possible referral sources; assist with property inspections and the leasing process
  • Attend regularly scheduled supervision, team, or staff meetings as requested. Complete all required reports. Attend network meetings; network to promote the SSVF program among the three covered counties
  • Other related duties as assigned

Qualifications

  • Bachelor’s Degree in Human Services or related field plus a minimum of two years’ experience in an administrative or management role
  • Financial literacy
  • Ability to work with diverse populations
  • Ability to work independently or in groups
  • Ability to work with improvement teams and foster teamwork
  • Knowledge of Motivational Interviewing, Person-Centered-Planning, Harm Reduction, Trauma Informed and Gender Specific Care and Housing First philosophies and models
  • Excellent organizational and time management skills
  • Strong written and oral communication skills
  • Valid drivers’ license with a good driving history and daily access to an automobile

Supervised by: Director of Veteran Services & Middlesex Emergency Services
Salary: $58,656- $60,000 plus excellent benefits
Schedule: Monday – Friday 9am-5pm
