Our culture is fast-paced and innovative.  We are a trusted partner—driven by doing the right thing and achieving maximum success for our customers, our partners and ourselves. Kratos is looking for an innovative Program Manager II to join our team in-person in Annapolis Junction, MD. The Program Manager (PM) is responsible for the successful cost, schedule, and performance of the contract: Serves as the main of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager. Directly contributes to program efforts in several areas, including cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Ensures proper performance of tasks necessary to ensure effective execution of the contract. The PM shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas as well as write and review technical documents. This position is contingent based on award. 


  • Program management with responsibility for cost, schedule, and performance.
  • Effective communication skills for stakeholder engagement and technical reporting.
  • Program and team leadership with resource allocation and personnel management.
  • Knowledge of regulatory and contractual compliance (FAR/DFARS, acquisition policies, QFRs).
  • Financial management including budgeting, cost tracking, and earned value reporting.
  • Risk identification, assessment, and mitigation planning.
  • Business development skills to grow business with existing customers and expand to new customers.
  • Must have a PMP, FAC-PIPM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management, and 1 year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as EVM.

Preferred Skills/Experience:

  • Prior experience as a program or deputy program manager on contracts supporting national intelligence community customers, and/or experience as a subcontract manager, managing a team in support of a prime contractor.
  • Experience working in SCIF environments and familiarity with expectations, norms, constraints, and workflow limitations of performing program management in a classified facility.
  • Experience applying Agile development methodologies alongside traditional Earned Value Management on DoD/IC software-intensive programs.
  • Experience contributing to proposal development and business capture efforts for new efforts and re-competes of existing contracts.
  • Understanding of the Contractor Performance Assessment Reporting System (CPARS) process and how PM actions directly influence past performance ratings that affect future contract competitiveness.
  • Familiarity with Defense Contract Audit Agency (DCAA) requirements for timekeeping, labor charging, indirect rate structures, and incurred cost submissions.
  • Demonstrated ability to recruit and retain TS/SCI-poly-cleared personnel in a competitive market, including creative retention strategies.
  • Experience with PM tools such as Microsoft Project, Jira, Confluence, or similar tools for schedule management, and with EVM-capable tools like Deltek Cobra, wInsight, or MPM.
  • Master's degree in a relevant field (MBA, MS in Systems Engineering or Program/Project Management, etc).
