Kleinfelder is seeking an experienced Senior Program Manager, Field Services, to lead and grow our Delaware field services practice.

This position serves as the department manager for the Delaware Field Services practice and is responsible for the operational, financial, and strategic performance of the department, including revenue growth, profitability, staff utilization, business development, client management, and project delivery.

The Department Manager will lead a multidisciplinary team providing construction inspection, construction management, surveying, utility locates, and related field services throughout the region. The successful candidate will drive departmental growth through client development, opportunity pursuits, staff development, and operational execution of the business plan.

This position will be based in Dover, DE.

Responsibilities Department Leadership & Financial Performance
  • Provide overall leadership and direction for the Delaware Field Services Department, ensuring alignment with company goals and strategic initiatives.
  • Develop and execute annual business plans focused on revenue growth, profitability, utilization, backlog, and market expansion.
  • Accountable for achieving department financial performance metrics including revenue, utilization, profitability, and accounts receivable objectives.
  • Monitor department workload and backlog to ensure consistent staff utilization and efficient resource allocation.
  • Analyze operational and financial performance metrics and implement corrective actions as needed to meet business objectives.
Business Development & Client Management
  • Lead business development efforts and serve as a key client account manager for strategic public and private sector clients.
  • Identify, pursue, and secure new business opportunities that align with the department and division growth strategy.
  • Lead or support strategic pursuits, proposals, interviews, and contract negotiations.
  • Collaborate with market, regional, and technical leaders to expand services and increase market share.
  • Maintain awareness of industry trends, client capital programs, and upcoming opportunities to position Kleinfelder for continued growth.
Operations & Project Delivery
  • Provide oversight of project execution to ensure projects are delivered safely, profitably, on schedule, and in accordance with client expectations.
  • Ensure department projects consistently meet Kleinfelder's quality standards and contractual requirements.
  • Direct staffing and resource allocation across projects to maximize utilization and project performance.
  • Monitor project financial performance, including budgets, labor utilization, schedule adherence, contract compliance, and profitability.
Staff Leadership & Talent Development
  • Recruit, develop, mentor, and retain high-performing technical and management staff.
  • Lead succession planning efforts and develop future leaders within the department.
  • Conduct performance evaluations and provide coaching, mentoring, and career development opportunities.
  • Foster a culture of accountability, collaboration, innovation, safety, and professional growth.
Position Requirements
  • Bachelor's Degree in Civil Engineering, Construction Management, or related field from an accredited university.
  • Professional Engineer (PE) license preferred.
  • 9 to 12 years of related experience in construction engineering, field services, construction management, inspection, surveying, or related markets.
  • 5 years of leadership experience with direct responsibility for staff management, operational performance, and business development.
  • Demonstrated success managing business performance metrics including revenue growth, utilization, profitability, backlog, and client development.
  • Proven experience developing and maintaining strategic client relationships and winning new work.
  • Strong understanding of project delivery, contract management, financial performance, and workforce planning.
  • Excellent leadership, communication, negotiation, and organizational skills.
