Description

SAIC's Horizon program is seeking a Program Manager to join the U.S. Space Force team delivering warfighter capability via the Space Systems Command's Space Combat Power portfolios. The successful candidate will be a part of the team providing Advisory and Assistance Services (A&AS) supporting the Space Enabled Cyber program office and will ensure program alignment of multiple rapid research and development efforts with customer objectives by delivering results on time, on budget and exceeding expectations.

Horizon team members provide Advisory and Assistance Services (A&AS) in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government with their architecture and lifecycle systems engineering processes that enable key systems (e.g., satellites and their ground systems, ground-based space systems and their command and control capabilities) to meet warfighter needs.  This position is located in El Segundo, CA sitting with our customer.
Typical responsibilities include:
•    Lead Strategic Execution: Serve as the Program Manager, driving program schedules, acquisition strategies, contracting, resource allocation, and budgeting to achieve mission objectives.
•    Government-Contractor Integration: Foster clear and effective communication across cross-functional teams, including government sponsors, suppliers, and internal SAIC functions, for seamless integration.
•    Risk and Cost Management: Identify program risks, cost drivers, and mitigation strategies to ensure successful execution of cost-reimbursable contract requirements.
•    Assess and Enhance Programs: Requirements Definition, Strategic Planning, and Stakeholder Analysis.
•    Ensure contract deliverables are submitted on a timeline basis.
•    Conduct and maintain Configuration Management of the program technical baseline.

Qualifications

This is you:
•    Bachelors and 6 years or more of related experience; Masters and 4 years or more experience.
•    Hands-on experience with U.S. Government programs, particularly with Department of Defense (DoD) / Department of War (DoW) projects.
•    Experience with Program Planning/Scheduling to include the following:
o    Knowledge of Microsoft Project.
o    Ability to confidently navigate within an Integrated Master Schedule (IMS).
o    Ability to assess critical paths with regards to total/free slack and identify IMS network issues/concerns.
o    Knowledge of Schedule Risk Assessments (SRA) and its dependencies on Risks & Opportunities and IMS network development/logic.
o    Ability to interpret Schedule Risk Assessment (SRA) data outputs.

•    Certifications: PMI Project Management Professional (PMP) certification Or education and equivalent experience. SAFE / Agile Certification.
•    Experience with Finance/Cost Management to include the following:
o    Knowledge of Integrated Program Management Data and Reports (IPMDAR) formats, which include but not limited to Formats 1-7.
o    Knowledge of Earned Value Management (EVM).
o    Knowledge of Microsoft Excel.
•    Experience with Risk Management to include the following:
o    Knowledge of Risk and Opportunity process and development.
o    Knowledge of risk mitigation planning and assessment.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
