What is a program manager?

Program managers are professionals responsible for overseeing multiple related projects within an organization, ensuring they align with strategic goals and deliver expected outcomes. They coordinate the efforts of project managers, manage resources, set priorities, and address risks and issues that arise across the program. Unlike project managers who focus on individual projects, program managers take a broader view, ensuring that all projects within a program work together effectively to achieve long-term business objectives.

What does a program manager do?

The job of a program manager is to plan, organize, and coordinate management programs or external programs for a business or institution. As a program manager, your duties vary depending on the type of organization for which you work, but many of the responsibilities for this role are similar or overlap. You typically supervise numerous associates and analysts who help prepare data and assessments about current programming and how it can be improved. You help to implement new programs for employees or customers and promote them through HR or outreach coordinators and marketing professionals. You also assess individual projects and how they interact with one another.

What are the key skills and qualifications needed to thrive as a program manager, and why are they important?

To thrive as a Program Manager, you need strong project management skills, strategic planning abilities, and a relevant degree, often supported by certifications like PMP or Agile. Familiarity with tools such as Microsoft Project, Jira, or Asana is essential for tracking progress and managing resources. Exceptional communication, leadership, and problem-solving skills help you motivate teams and navigate complex stakeholder environments. These competencies ensure that programs are delivered on time, within scope, and aligned with organizational goals.

What are some common challenges program managers face when coordinating cross-functional teams?

Program Managers often encounter challenges such as aligning priorities across diverse teams, managing conflicting stakeholder expectations, and ensuring clear communication among departments with different workflows. Navigating these challenges requires strong negotiation and problem-solving skills, as well as the ability to build consensus and foster collaboration. Successful Program Managers proactively establish regular check-ins, promote transparency, and adapt strategies to keep projects on track and maintain team engagement.

Job description

At UnitedHealthcare, we're simplifying the health care experience, creating healthier communities and removing barriers to quality care. The work you do here impacts the lives of millions of people for the better. Come build the health care system of tomorrow, making it more responsive, affordable and optimized. Ready to make a difference? Join us to start Caring. Connecting. Growing together.

The Senior Program Manager leads complex, cross enterprise programs critical to UHN strategic priorities including provider data, network enablement, operational modernization, and end to end workflow improvements. This role is responsible for the lifecycle of a program-from strategic definition and governance through cross enterprise execution, executive decision support, and realization of measurable business outcomes. The Senior Program Manager can operate with minimal direct oversight, influence senior leaders to adopt best practices, strategic recommendations, and resolve points of ambiguity.

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges.

Primary Responsibilities:

  • Own program vision, objectives, and success metrics, ensure alignment to enterprise strategy and portfolio priorities
  • Develop, own, and maintain the business program, including value articulation, benefit tracking, and executive level materials. Track and report realized benefits against approved business cases
  • Define and manage end to end program roadmap, spanning multiple initiatives, teams, and releases
  • Own scope, sequencing, and prioritization decisions, balancing business value, risk, capacity, and dependencies; approve new initiatives and scope changes and communicate stakeholder impacts
  • Secure and manage program funding, including annual planning, bridge funding, and in flight adjustments
  • Establish and lead the program operating model, including governance, escalation paths, and change control
  • Provide transparent, executive ready reporting on progress, risks, tradeoffs, and outcomes
  • Manage cross team dependencies and critical path, resolving conflicts and resourcing constraints
  • Escalate and resolve complex risks and issues, engage senior leadership as needed
  • Ensure solutions are delivered end to end across systems and workflows, not as isolated components
  • Partner with operations and business teams to ensure operational readiness, adoption, and sustainment
  • Ensure delivery translates into measurable improvements (e.g., cost, time, quality, compliance, experience)

UHN Business Operations and Experience Responsibilities:

  • Lead programs that improve provider data quality, usability, and availability across UHN systems and analytics platforms
  • Coordinate cross functional delivery for initiatives impacting provider contracting, fee schedules, network operations, provider experience, and reimbursement related workflows
  • Partner with UHN product, technology, and data leaders to drive shared ownership, clear accountability, and aligned roadmaps
  • Remain accountable until outcomes are achieved-not just until solutions go live
  • Facilitate steering committees and executive forums to drive alignment, resolve issues, and support decision making
  • Serve as a trusted advisor to UHN leaders, providing clear, data backed insights and recommendations
  • Mentor and influence program managers, strengthening program management discipline and maturity across the organization

You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.

Required Qualifications:

  • 10 years of experience in program or portfolio management within large, matrixed enterprises
  • Proven success leading enterprise scale, cross functional programs with senior level visibility and impact
  • Solid executive presence with the ability to influence without authority
  • Demonstrated ability to manage ambiguity, competing priorities, and complex dependencies
  • Advanced skills in program planning, risk management, stakeholder engagement, and benefits tracking

Preferred Qualifications:

  • Experience supporting provider networks, healthcare operations, data platforms, or product adjacent programs
  • Familiarity with operating model change, automation, and data driven or AI enabled initiatives

*All employees working remotely will be required to adhere to UnitedHealth Group's Telecommuter Policy

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.

Application Deadline: This will be posted for a minimum of 2 business days or until a sufficient candidate pool has been collected. Job posting may come down early due to volume of applicants.
