Job description

This position is located at the Fitness Center, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Quality of Life (QOL) Programs (J9) is to provide the highest quality programs and services to the military community through self-sustainment across all QOL programs.

The Aquatics Program Manager is a supervisory position responsible for development and oversight of aquatics programming. While elements (a) through (c) are preferred, a combination of two of these elements may sufficiently qualify an individual to perform their duties as program director:
a) a four-year degree in recreation or a related field; and/or
b) instructor certification as a lifeguard, water safety instructor and International Life Saving Federation or Red Cross Waterfront (waterfront only) certification in accordance with MWR policy; and/or
c) at least three years of experience in the industry.
Knowledge that enables the employee to competently and independently carry out fitness, aquatics, and/or sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim. Knowledge of the beach environment (e.g., marine life, beach and water hazard) is required for waterfront lifeguard positions. Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to perform the full range of supervisory duties. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing.
Work involves walking, sitting, standing, and lifting objects up to 45 pounds. When setting up special events, may climb ladders, move furniture or equipment, and use tools and building materials to prepare the recreation areas. Requires dexterity and agility as incumbent may demonstrate certain athletic techniques.
The work also requires considerable physical exertion when handling tools, materials and equipment when organizing the physical environment for and instructing and guiding participants in indoor and outdoor activities.Education:No positive education requirements for this position.Employment Type: OTHER
