Schedule/Location: This position is located at the Plaza Health Center, located in SE Portland, OR. The schedule for this position is typically Monday through Friday, 8:30 a.m. to 5:00 p.m. but may require flexibility at times to accommodate program need.

Program Description: Cascadia's Supported Employment program offers a new path for our clients - a path of independence, hope, and recovery. The support of an employment specialist can help give clients the confidence they need to move forward and create meaningful long-lasting change toward financial freedom. The work our Supported Employment team accomplishes is an important component to building a stronger community and supporting the whole lives of our clients.
Our Supported Employment Program is based on the Individual Placement and Support (IPS) model, a nationally known, evidence-based practice backed by substantial research validating its success. Individual Placement and Support (IPS) model focuses on:

Position Description: The Program Manager II works as part of an interdisciplinary team and is responsible for ensuring that program activities are administered effectively and in accordance with regulatory requirements. This position is responsible for providing clinical oversight, support, and professional development for assigned staff.
This position must understand, appreciate, and respect the individuals within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches, and helps create a work environment of safety and acceptance.
Essential Responsibility
This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Management reserves the right to modify, add, or remove duties as necessary.
General:
  • Manage the day-to-day operations of assigned clinical program - including client care, quality improvement and service delivery.
  • In collaboration with leadership, set annual goals and objectives aligned with integrated treatment and the mission.
  • With support from Quality Management and Cascadia's compliance department, investigate and resolve client complaints
  • Assist with the development of an operating budget to support the programs goals and objectives.
  • Monitor expenditures monthly and control costs; ensure expenditures stay within budget.
  • Attend both internal and external meetings to collaborate, problem-solve, advocate for programs, and maintain positive working relationships with employees and stakeholders.
  • Oversee and leverage clinical data to monitor performance and assist in decision making.
  • Serve as a liaison between departments, facilitating collaboration among interdisciplinary teams, and communicating with stakeholders.
  • Assess progress toward achieving goals and objectives and revise plans, systems, policies, and procedures to assure success.
  • Provide input into the development of policies, procedures, and systems in support of program goals.
  • Perform other duties as assigned.

Regulatory & Compliance:
  • Comply with laws, regulations, policies, and procedures under which the program and company operates.
  • Comply with and manage relevant Contracts, Memorandum of Understanding (MOU), and Grants.
  • Assist in crisis situations as appropriate; follow protocols and procedures in coordination with the treatment team.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations, and billing requirements.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.
  • Complete assigned employee training in compliance with program and company requirements.
  • Provide guidance, support, and training to other staff in alignment with company mission and values.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.

Supervisory Oversight:
  • Provide regular supervision, coaching, and annual training oversight for direct reports.
  • In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains Cascadia's Values.
  • Establish work plans and priorities for staff members, assess the progress of staff members.
  • Promote and complete annual employee training requirements on a timely basis.
  • Demonstrate commitment to continuing professional development.
  • Participate in an Administrator On-Call rotation as scheduled.

Leadership
  • Take the initiative in thought leadership, innovation, and creativity.
  • In collaboration with leadership team develop, review and revise clinical guidelines and operational workflows; as well as set annual goals and objectives aligned with Cascadia's mission.
  • Create, model, and maintain a work culture that supports Cascadia's Values.
  • Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.
  • Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
  • Perform other duties as assigned.

Qualifications
Education:
  • Required: A master's degree in a behavioral science field from an accredited college or university. Demonstrate the competencies as outlined in the Oregon Administrative Rules (OAR) to become credentialed as a Qualified Mental Health Professional (QMHP). Certification must be current and in compliance with the OAR's. The CADC credential is preferred in addition to a Master's Degree given the high occurrence of substance use/abuse.

Experience:
  • Required: Minimum five years of experience in community mental health or related field. 3 years clinical experience providing community behavioral health services AND a minimum of 2 years staff supervisory experience
  • Preferred: One year of experience providing supported employment services.

Specialized Knowledge, Skills and Abilities
  • Understand the unique clinical needs of individuals served.
  • Understand the recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based philosophies and strategies.
  • Expert level written and verbal communication skills
  • Demonstrated proactive approaches to collaboration and problem-solving to meet deadlines
  • Operate computer hardware and software at a level needed to effectively perform job functions.
  • Highly resourceful team-player, with the ability to also be extremely effective independently.

Other:
  • Employee must possess a valid driver's license, three-year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
  • All client-facing positions must have the ability to perform Basic Life Support (BLS) and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire. Certification must remain current.

Working Conditions
Environmental: This role is centered on direct client, staff and community engagement, it is designed for in-person work and does not include hybrid or remote work options.
Work is performed in one or more of the following: administrative and clinical offices, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment.
