Job Type - Full Time
BACKGROUND. The NOAA Office of Marine and Aviation Operations (OMAO), Portfolio Acquisition Executive (PAE) Aircraft Platforms PMO oversees and is responsible for aviation-related acquisitions that will replace, upgrade or retire the current NOAA aviation assets. The PAE Aircraft Platforms PMO has responsibility for the current acquisition, missionization, and fielding of the Lockheed Martin Aeronautics (LMA) C-130J and Gulfstream G550. Additionally, the PMO provides cradle to grave support in logistics, configuration and engineering for NOAA's fleet of LMA WP-3D, Gulfstream G-IV SP, DeHavilland DHC-6-300 Twin Otter, and King Air 350/360 CER aircraft.

Senior Program Manager

Fifteen (15) years of experience directing and managing professional services programs similar to aircraft life-cycle acquisition in a Commercial Program Management Office, or Department Of Defense (DoD), Department of Homeland Security (DHS) , or other government agencies. Will hold (or have held) one of the following: Defense Acquisition University (DAU)/Defense Acquisition Workforce Improvement Act (DAWIA)/or other Government Agency Senior-Level Program Manager Certification or Project Management Institute (PMI) Project Management Professional (PMP). This experience should include one or more technology areas including strategic planning, concept development and requirements analysis, systems design, engineering and integration, test and evaluation and integrated logistics support, as well as acquisition and life cycle management. Experience in all phases of project development from inception to contract closeout is required. A bachelor's degree from an accredited university/college in Business Administration, Airport Management, Project Management, or Engineering Management, or a related technical discipline.

GENERAL PROGRAM MANAGEMENT SUPPORT. Services required involve support in all aspects of aircraft planning, budgetary, financial, production oversight, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, and engineering specific logistics) to systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to the following: assisting with operation and maintenance, program/project management, configuration management and document control, cost estimating, acquisition and contract management, source selection, budget formulation and execution, production and modification oversight, risk management, earned value management, predictive analysis/trending, warranty, fleet introduction, availability management, fleet decommissioning, inactivation and sale/disposal, technology transfer/insertion, unmanned systems, regulatory liaison, training, privatization and outsourcing

PAE Aircraft Platforms PMO Support: Candidate shall provide program management support, assistance in budget formulation & management, Engineering, Business & Integrated Logistics Support services to include all program support documentation throughout all phases of the NOAA’s total Acquisition Lifecycle Management. The Contractor shall assist the PMO in research, development, delivery, and sustainment of aircraft, and assets for all phases of the acquisition lifecycle documentation, and activities.

Risk Management: Candidate shall assist in identifying any inherent risk in the planning, development, and deployment of each program within the contractor’s monthly status report.

 

Meeting, Facilitation and Consultation: Candidate shall utilize program management best practices in the scheduling of focus meetings and execution of activities under this requirement. The Contractor shall support meetings, Integrated Product Teams (IPTs), and working group sessions by assisting in their organization, coordination, and execution to meet the objectives in this task order. It is anticipated that the Contractor shall facilitate an average of 12 one-hour meetings per month (one (1) meeting per week per Program). Examples of topics to be covered include: Working Group and IPT meetings, financial analysis, cost analysis, statistical analysis, schedule development and analysis, and risk analysis. The Contractor shall provide direct support during any required work sessions. The Contractor shall send support materials electronically to members of the IPTs and working groups. The government will provide multimedia support for these events.

Documentation Support: Candidate shall support the program-level coordination of deliverables to include internal reports, meeting planning and minutes, internal document tracking and routing, document reviews and briefings. The contractor shall:

·         Route program documents for review and/or approval,

·         Maintain Program-level correspondence tracking log,

·         Create and update workflow diagrams, organizational charts,

·         Track and print schedules of Program Reviews.
