Role description:

Arcadis is seeking a Program Manager with demonstrated relationships across USACE Mobile District to lead mining and capture of task orders under existing IDIQ vehicles, engage directly with end users to understand programming needs, and coordinate cross-disciplinary internal teams and external partners to produce and deliver winning task order responses. This position combines account leadership, proposal development oversight, and program stewardship to expand Arcadis' footprint with USACE Mobile while ensuring high-quality delivery. This role will shape capture strategy, build trusted client relationships, and lead cross-functional teams to deliver mission-critical task orders. Role accountabilities:

  • IDIQ Mining & Task Order Capture
    • Lead opportunity identification and pursuit efforts under USACE Mobile District IDIQ contracts.
    • Develop and implement tailored client growth plans and pursuit strategies to position Arcadis for task order awards.
    • Translate client programming and end-user needs into differentiated technical and commercial responses.
  • Client Engagement & Relationship Management
    • Work as part of the USACE and DoD Account leadership team; build and sustain trusted relationships through regular in-person and virtual engagements.
    • Conduct client meetings, site visits, and discovery sessions to clarify requirements and align Arcadis offerings with USACE objectives.
    • Represent Arcadis at USACE and DoD events relevant to Mobile District priorities.
  • Proposal & Teaming Leadership
    • Lead development of competitive task order responses, coordinating technical authors, pricing, capture managers, and subconsultants/partners.
    • Identify, negotiate, and manage teaming arrangements and subcontract relationships to enhance proposal strength.
    • Ensure proposals are compliant, responsive, and positioned to meet USACE evaluation criteria.
  • Program Support & Delivery Interface
    • Partner with program execution teams to ensure seamless transition from award to execution, maintaining quality, schedule, and client satisfaction.
    • Support contract administration activities for awarded task orders (resource planning, invoicing support, performance reporting).
    • Provide executive-level briefings on pursuit pipeline, awarded task orders, program risks, and growth opportunities.
  • Workforce & Business Development Enablement
    • Mentor and develop internal staff and partners to strengthen capability alignment with USACE Mobile needs.
    • Contribute to workforce planning, mobilization strategy, and resource allocation for Mobile District task orders.

Qualifications & Experience:

  • 12 years of experience
  • 5 years of Federal experience, with demonstrable success supporting USACE programs (experience with Mobile District or South Atlantic Division strongly preferred) 
  • Proven track record mining and winning task orders under IDIQ or similar indefinite-delivery vehicles.
  • Strong client-facing skills with experience eliciting and translating end-user programming requirements into technical and commercial solutions.
  • Demonstrated ability to lead multidisciplinary teams and manage teaming/subcontractor relationships.
  • Willingness to travel up to 30%
  • Bachelor's degree 
  • Preferred - licensure, PE or PMP or equivalent professional certification
  • US citizenship

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
