Program Manager

PRIMARY FUNCTION

The Program Manager provides overall leadership, strategic direction, and administrative oversight for assigned programs and contracts. This position serves as the primary point of contact between the organization and Government program authorities, ensuring successful execution of contractual requirements while maintaining high standards of quality, compliance, schedule, and cost performance. The Program Manager is responsible for planning, coordinating, and managing all program resources to achieve mission objectives and deliver exceptional customer service.

This position is contingent upon contract award.

Located at Cherry Point, NC

ESSENTIAL FUNCTIONS

  • Provide overall leadership, management, and administration of assigned contracts and programs.
  • Serve as the primary interface with Government customers, Contracting Officers, Contracting Officer Representatives (CORs), Program Managers, and other stakeholders regarding technical, contractual, and programmatic matters.
  • Direct all aspects of contract execution to ensure compliance with contract requirements, applicable regulations, and organizational policies.
  • Develop, implement, and monitor program plans, schedules, budgets, and performance metrics to ensure successful program delivery.
  • Manage program scope, schedule, cost, quality, and risk while identifying and resolving issues that may impact program performance.
  • Coordinate cross-functional teams to ensure timely completion of project objectives and deliverables.
  • Oversee the acquisition, allocation, and effective utilization of program personnel, equipment, subcontractors, and other resources.
  • Monitor contract performance and ensure compliance with all contractual obligations, reporting requirements, and service level agreements.
  • Prepare and present program status reports, briefings, and executive summaries for Government customers and organizational leadership.
  • Develop and maintain positive customer relationships through effective communication and proactive issue resolution.
  • Identify program risks and develop mitigation strategies to minimize operational and contractual impacts.
  • Manage program finances, including budget forecasting, cost control, resource planning, and financial reporting.
  • Support business development activities, including proposal development, transition planning, and contract start-up activities as required.
  • Ensure compliance with applicable federal regulations, company policies, quality standards, and security requirements.
  • Foster a culture of continuous improvement by identifying opportunities to enhance operational efficiency and program performance.
  • Perform other duties as assigned in support of organizational objectives.

SUPERVISORY RESPONSIBILITIES

  • Provide direct leadership and supervision of program staff, project managers, technical personnel, subcontractors, and support staff.
  • Recruit, hire, onboard, develop, and retain qualified personnel to support program objectives.
  • Establish performance expectations and conduct employee performance evaluations.
  • Coach, mentor, and develop staff to enhance technical and professional capabilities.
  • Assign work, monitor productivity, and ensure appropriate staffing levels across program activities.
  • Manage employee performance, address personnel issues, and implement corrective actions when necessary.
  • Promote collaboration, accountability, and a positive team environment.
  • Ensure employees comply with organizational policies, procedures, and safety requirements.
  • Coordinate with corporate leadership regarding staffing, workforce planning, and resource allocation.

KNOWLEDGE, SKILLS, & ABILITIES

  • Comprehensive knowledge of program and project management principles, methodologies, and best practices.
  • Strong understanding of Government contracting processes, contract administration, and regulatory compliance.
  • Demonstrated ability to successfully manage multiple complex projects simultaneously.
  • Excellent leadership, organizational, and decision-making skills.
  • Strong financial management skills, including budgeting, forecasting, and cost control.
  • Ability to identify risks, develop mitigation strategies, and resolve complex program issues.
  • Exceptional verbal and written communication skills, including experience briefing executive leadership and Government stakeholders.
  • Strong customer relationship management and stakeholder engagement skills.
  • Ability to analyze complex information and make sound business decisions under pressure.
  • Proficiency with Microsoft Office Suite and common project management software applications.
  • Ability to build and maintain effective working relationships with employees, customers, subcontractors, and senior leadership.
  • Strong negotiation, conflict resolution, and problem-solving abilities.
  • Ability to work independently while leading cross-functional teams in a fast-paced environment.
  • High level of integrity, professionalism, and commitment to customer satisfaction.

QUALIFICATIONS

Required Education

  • Bachelor's degree in Engineering, Business, or a related discipline, or an equivalent combination of education and qualifying experience as permitted by contract requirements.

Required Experience

  • Minimum of ten (10) years of progressively responsible professional experience.
  • At least five (5) years of program and project management experience.
  • At least five (5) consecutive years of management and supervisory experience.
  • Experience serving as the primary interface with Government customers and managing complex contractual efforts.
  • Demonstrated experience leading multidisciplinary teams and managing program resources to achieve contract objectives.

Preferred Qualifications

  • Project Management Professional (PMP) certification or equivalent program management certification.
  • Experience managing federal government contracts.
  • Active or ability to obtain and maintain a U.S. Government security clearance, if required by contract.

Work Environment

  • Primarily performed in an office or Government facility environment with periodic travel as required.
  • May require extended work hours during critical program milestones or customer support activities.
