Program Manager for Learning Resources (STEM)
Division:
Instructional Support Services
Supervisor:
Assistant Superintendent for Instructional Support Service Programs
Supervises:
Distance Learning Coordinator, Digital Resource Coordinator, School Library Coordinator, STEM Coordinator and Support Staff Personnel within Learning Resources.
Description:
Responsible for managing the Learning Resources staff and provide leadership, coordination and evaluation of all Learning Resources programs and STEM services provided to BOCES and/or component districts.
PERFORMANCE RESPONSIBILITIES:













  1. Develop, implement, and maintain current/cohesive vision for Learning Resources (including STEM) for BOCES and/or component districts.
  2. In collaboration with BOCES and/or district leadership; diagnose and assess district needs in all areas of Learning Resources (including STEM), considering the needs identified by district leadership.
  3. Develop customized programs based upon BOCES and/or district needs.
  4. Recommend and present curriculum changes to BOCES and/or component districts.
  5. Provide follow-up support and implementation for educational needs.
  6. Evaluate timing, effectiveness and results of program offerings for Learning Resources in all educational areas.
  7. Coordinate with Human Resources for recruiting, interviewing and recommending candidates for open positions.
  8. Responsible for fiscal management of a variety of COSER services and balancing organizational structure with available resources.
  9. Plan and recommend departmental budget to Assistant Superintendent, considering such factors as revenue, expenses, future needs and grant opportunities.
  10. Responsible for researching and recommending resource providers that enable Learning Resources to maximize educational opportunities.ย  May negotiate contracts with such providers.
  11. Research, develop, and implement new COSER and programming opportunities and grow them to scale (E.g., Early College Access/Dual Enrollment).
  12. Supervise acquisition, maintenance and inventory of learning resources materials needed for optimal educational use by BOCES and/or component districts.
  13. Assist the Assistant Superintendent, in collaboration with other Program Managers, with implementing divisional and organizational goals.
  14. Serve as liaison for NYSED as related to educational changes and needs.
  15. Remain current with information with various education standards including, but not limited to, New York State Learning Standards and NYSED goals.
  16. Remain current with state & national curriculum requirements and trends, acquaint coordinators with such requirements and oversee such updates.
  17. Supervise and evaluate professional and support staff within the Learning Resources.
  18. Obtain general understanding of collective bargaining agreements and enforce provisions of those agreements.
  19. Serve as the Data Privacy Officer (DPO) for the CA BOCES and oversee data privacy agreements across CA BOCES divisions.
  20. Perform other tasks as may be assigned by the Assistant Superintendent of ISS.

QUALIFICATIONS:











  1. Certification as School Building Leader (SBL), School District Leader (SDL), School Administrator/Supervisor (SAS), or School District Administrator (SDA).
  2. Three (3) - Five (5) years' professional development and teacher training experience desired.
  3. Five (5) years classroom experience desired.
  4. Knowledge of current use of technology in education and three (3) years' experience creating and managing systemic resources preferred.
  5. Leadership experience preferred.
