Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide, and we are looking for Senior Lease Delivery Program Manager, Datacenter Portfolio Management to help achieve our mission.

We are looking for an experienced Senior Lease Delivery Program Manager, with deep technical and business effectiveness, trusted leadership and demonstrated large-scale program management success. You should be a program leader who can integrate delivery, project controls, procurement, contracts, and enterprise stakeholders to remove execution friction, strengthen commercial and operational outcomes, and support delivery teams through clear governance, commercial escalation leadership, and portfolio-level risk visibility.
In this role, the successful candidate will partner closely with key portfolio leaders to drive programs focused on transforming how we deliver data centers to our customers. These programs will be on the leading edge of innovation and will include driving pilots and other first of kind programs that shape ongoing strategy in delivering data centers efficiently and on schedule. You balance effective analytical and technical skills with the ability to influence decision makers within the CO+I leadership and execution teams spread across the rest of Azure. You will also partner closely with related teams including our design engineering, construction, networking and data center project management teams.
The Lease Delivery Program Manager enables predictable AMERS lease delivery through commercial compliance, strategic execution governance, change control, and cross-functional decision acceleration.
This role aligns delivery, project controls, procurement, contracts, engineering, and lease-provider stakeholders to turn risks, changes, and compliance issues into clear priorities, decisions, and accountable actions.
Responsibilities
Key Responsibilities
  • Lead LDPM program operations for AMERS Lease delivery, establishing priority forums, action tracking, and executive-ready escalation paths that convert controls reporting into timely decisions and measurable outcomes.
  • Drive commercial compliance across lease delivery by interpreting contract obligations, milestone commitments, notice requirements, rights, remedies, and performance expectations in partnership with legal, contracts, procurement, and delivery stakeholders.
  • Own commercial escalation mechanisms, including escalation logs, alignment records, decision narratives, action owners, due dates, and closed-loop resolution tracking with lease providers and internal stakeholders.
  • Lead strategic execution alignment by connecting commercial strategy, procurement readiness, contract actions, RFS commitments, project controls signals, and delivery milestones to a common execution plan.
  • Operate change control governance for design, technology, scope, procurement, and commercial changes; ensure intake, review, impact assessment, escalation, approval routing, and implementation decisions are consistently documented and governed.
  • Translate schedule, cost, milestone, risk, compliance, and change signals into clear priorities, mitigation plans, leadership asks, and decision-ready recommendations that reduce downstream delivery impacts.
  • Coordinate cross-functional alignment across delivery, project controls, procurement, contracts, engineering, risk, finance, and lease providers to clarify ownership, handoffs, decision rights, and resolution paths.
  • Drive portfolio-level risk and issue management by ensuring high-impact risks are visible, actively mitigated, escalated to the right forums, and tracked through closure with accountable owners.
  • Partner with delivery teams for technical inputs and root-cause validation while maintaining LDPM ownership of the commercial/compliance escalation path and contract-driven outcomes when execution issues create commercial impact.
  • Continuously improve LDPM governance, escalation playbooks, change control workflows, reporting fidelity, templates, and metrics to improve schedule predictability, commercial accountability, and execution consistency across the lease portfolio.

Qualifications
Required/minimum qualifications
  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:
  • Bachelor's Degree in Engineering, Business, Construction Management, Data Analytics/Science AND 8+ years experience in planning, project management, execution, and analytics across large-scale complex organizations OR equivalent experience.

  • 6+ years experience managing cross-functional and/or cross-team projects.
  • Demonstrates deep subject matter expertise on key functional areas of engineering, procurement, construction, mechanical, electrical, networking, and building automation systems.
  • Expertise working with large-scale data sets and analytics tools (e.g. PowerBI, PowerApps) to derive insights and make process improvements.
  • Comfortable working at the Executive level within a highly matrixed organization.
  • Experience driving execution with hyper-scale cloud engineering groups.
  • Technical program management experience managing scope, schedule, budget, quality, people, risk, and communications.
  • Demonstrates leadership skills and experience working with large, diverse teams.
  • Understanding of business and financial objectives and plans accordingly.
  • Demonstrates technical excellence in learning and applying successful strategies and implementing improvements to engineering methods and quality practices across the data center delivery portfolio.
  • MBA or equivalent advanced degree.
  • Experience managing large scale construction or network infrastructure projects.
  • Understanding of contract language.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
