Job description

Program Manager Location: Offutt AFB, NE Minimum Clearance Required: Top Secret This position requires the ability to obtain and maintain a Top Secret U.S. Government Security Clearance with SCI eligibility. U.S. Citizenship status is required, as this position necessitates an active U.S. Government Security Clearance for employment. Non-U.S. citizens are not eligible to obtain a U.S. security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, and illegal drug use. As a Program Manager, you will be responsible for responsible for the direction, progress, and success of the tasks under this contract. Program Management will be instrumental to the success of each software delivery, and subsequently the overall success of the program. Who You Are and What You Need: * Bachelor's degree (BA/BS) in a relevant technical or professional discipline OR eight (8) years of directly related experience in the field, including any certifications required under Department of Defense (DoD) policy or specific Functional Support Descriptions * Demonstrated ability to perform tasks within their technical or professional discipline * Ability to work independently on assigned responsibilities, with oversight from senior staff as needed * Knowledge of standard procedures, compliance requirements, and quality expectations in the area of responsibility * Strong organizational and planning skills * Ability to manage multiple tasks, deadlines, and priorities * Effective communication skills-both written and verbal * Ability to coordinate and collaborate with crossโ€‘functional teams * Basic understanding of project management principles, tools, and processes * Skill in identifying issues, solving problems, and escalating appropriately * Proficiency with standard office software (e.g., Microsoft Office products) * Ability to follow established procedures, policies, and compliance requirements What You Will Do: * Support and advise Program Managers to ensure program compliance with DoD directives, NDAA Section 804, approved baselines, and acquisition policy. * Apply comprehensive knowledge of DoD and Air Force acquisition principles, roles, and relationships. * Analyze policy and guidance from USD(AT&L), SAF/AQ, and PEO impacting programs. * Provide programโ€‘level acquisition support to maintain execution rhythm and deliver warfighter capability. * Support acquisition streamlining and reform initiatives, using qualitative and quantitative methods to assess program effectiveness and efficiency. * Review acquisition documents and provide executiveโ€‘level comments to ensure accuracy and consistency. * Evaluate overall program health and advise leadership on cost, schedule, and performance options. * Communicate effectively through highโ€‘quality briefings, documents, and plans. * Translate and communicate program insights across tactical, operational, and strategic communities. * Support development of acquisition reports, statutory and regulatory documentation, schedules, and program status materials. * Support cost and schedule reduction activities, including Agile software development processes and backlog maintenance. * Gather and document user feedback on software features and usability. * Provide PM support for development, deployment, operations, and sustainment of infrastructure applications. * Serve as SME to provide independent assessments, evaluations, capability analyses, and technology forecasting. * Assist with NPES Recapitalization efforts, including documentation of MOEs, MOPs, KPPs, KSAs, solution analysis, CONOPS refinement, and preparation of briefings for senior boards. * Help manage hardware/software resources supporting operations and maintenance programs. * Support lifeโ€‘cycle planning, including analysis of software/hardware plans, testing, coding, and quality assurance. * Monitor contractorโ€‘developed architectures for compliance with required directives. * Support IPT efforts by tracking modernization and maintenance progress, identifying requirements, developing management approaches, and maintaining schedule compliance. * Assist integration of IPTs, longโ€‘range planning, and vision processes. * Prepare research, findings, recommendations, review materials, agendas, and meeting minutes for PM and IPT activities. * Support coordination of program management processes within the user community. * Review contractor deliverables for mission compliance and provide independent assessments. * Assist review of classified software deliverables and development of system security documentation. * Facilitate delivery and receipt of Government Furnished Information and vendor deliverables, ensuring accountability for classified materials. * Develop and maintain activityโ€‘level schedules, prepare 90โ€‘day lookโ€‘ahead schedules, and support system status reporting. * Provide agendas, minutes, and meeting support. * Assist in developing decision support systems and models. * Provide inputs for management processes, metrics, requirements management, proposal validation, and monthly project performance reporting. * Review and comment on enterprise processes and charters. * Support risk identification, assessment, management, and recommended mitigation strategies. * Maintain active and historical documentation required for Software Acquisition Pathway programs. * Support contractโ€‘related inputs (RFP SOOs, PWSs, evaluation factors, acquisition plans, sustainment plans, etc.) without participating in source selection teams. * Support independent validation and verification of proposals and SCRs for compliance, adequacy, supportability, and architectural compatibility. * Provide facility research and consulting for directorate reorganization, layout changes, and equipment coordination. * Assist in developing financial and acquisition documentation, cost analyses, affordability assessments, and compliance packages. * Research, analyze, and prepare drafts for monthly, quarterly, and OSD/SAF reports; support USSTRATCOM missionโ€‘related tasks. * Liaison with external agencies and AF PMO personnel as required. * Analyze IPT metrics for cost, schedule, and performance risks. * Support program modernization and Business Process Reengineering through scope definition and decision documentation. * Provide administrative support including research, information compilation, and preparation of accurate, coordinated written communications.
