Job description

Program Management Specialist, Senior

The Opportunity:

On our team,you'llimplement andmaintainorganizational programs in support ofthe Technical Director.You'llwork with key stakeholders to reviewtechnical proposals,assistwith Science and Technology (S&T) management, gatherinformationand develop Program Objective Memorandum (POM),assistwith the development, administration, and tracking of technology transferand deliveryagreements.You'llhelp with tactical planning using resources likeWord, PowerPoint, and suite of office tools, as well asprogramspecific Power BI tools.You'll haveregular interactions withSubject Matter Experts, schedulers, customers, project analysts, technology developing agencies, and the S&T community.

This role focuses on operational excellence through comprehensive Program & Financial Management and continuous workflow refinement. You will evaluate existing organizational frameworks to uncover operational bottlenecks, skill gaps, and friction points, breaking down communication silos toestablishtransparent, cross-functional workflows. Additionally, you will design, document, and deploy standardized operational processes to transform fragmented systemsinto operational success. A key responsibility includes intercepting and translating complex client requirements into clear, actionable tasks for the engineering and analysis teams to ensure seamless project execution.

You Have:

  • 5+ years of experience in technical program management, organizational advising, or operational restructuring

  • Experience with process improvement or strategic planning

  • Experience mentoring personnel, resolving conflicts, and motivating teams through organizational change

  • Experiencewith MS Office Suite and data visualization tools such as Power BI

  • Ability to manage and prioritize workload with minimal supervision

  • Ability to communicate straightforward, articulately, and assertively to manage difficult conversations up and down the chain of command

  • Secret clearance

  • Bachelor's degree

Nice If You Have:

  • Experience supporting S&T programs

  • Experience navigating the DoD PPBE process, including developing POM submissions

  • Experience working within a team environment, quickly diagnosing dynamics,andsuccessfullydiscussingcorrective action planswith the client for buy-in

  • Experience using Microsoft Project, Visio, or Tableau

  • Knowledge of DoD technology development

  • Knowledge of Agile methodologies

  • Possession of strong verbal and written communications skills

  • Top Secret clearance

  • Project Management Professional (PMP) orProsciCertified Change ManagerCertification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
