Stellar Solutions is seeking a Technical Program Manager to support the United States Space Force in planning, managing, and sustaining the Next Generation Operational Control System (OCX) program. This mission-critical role supports delivery of secure GPS launch capabilities, ground-system enhancements, and operational continuity across a complex environment involving government and development stakeholders.


The Technical Program Manager will provide programmatic and technical leadership across space ground control, launch management, systems engineering, and cybersecurity activities. This role requires close coordination with government customers, integrated program teams, and development organizations to maintain operational continuity while preparing new capabilities for future GPS launches.


Key responsibilities include:

  • Lead development and analysis of project plans, schedules, cost estimates, risk management plans, performance metrics, acquisition strategy documents, and Requests for Proposals.
  • Support government management of multiple development efforts delivering mission-critical hardware and software for GPS ground control capabilities.
  • Manage planning activities for upcoming GPS launch projects and associated program teams.
  • Lead technical teams in resolving customer challenges involving systems engineering, program management, space ground control, and cybersecurity.
  • Support the sustainment and cyber-secure operation of current launch capabilities.
  • Prepare and manage launch campaigns, including ground station upgrades required to support new satellite capabilities.
  • Develop technical reports, recommendations, and briefings for senior government stakeholders.
  • Coordinate with government and corporate stakeholders to implement approved recommendations and solutions.
  • Provide factory and remote oversight of development and integration activities.
  • Identify, assess, and manage risks and issues affecting development, integration, and launch capability delivery.
  • Maintain and sustain the baseline configuration of OCX Launch and Checkout System GPS III launch capability.
  • Coordinate with subject matter experts to capture operational knowledge and ensure continuity to operations.
  • Oversee efforts to upgrade the Launch and Checkout System to support successful GPS IIIF satellite launches.

Required Qualifications

  • Bachelor’s degree in engineering, mathematics, physics, or an equivalent technical discipline.
  • Experience supporting ground system development, operations, and sustainment for a Major Defense Acquisition Program.
  • Familiarity with process improvement methodologies and their application on major programs.

Desired Qualifications

  • Experience performing systems engineering, integration, and test activities on ground systems.
  • Knowledge of DoD 5000.01 and DoD 5000.02.
  • Knowledge of Agile methodologies.
  • Master’s degree in engineering, mathematics, physics, or an equivalent technical discipline.

Clearance & Additional Requirements

  • Active DoD Secret clearance.
  • Top Secret/Sensitive Compartmented Information clearance preferred.

This position is full-time, on site in Aurora, CO


Compensation

The typical salary range for this position is USD $135,000 - $180,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, retirement plan, and other benefits, all in addition to salary.


  • Develop technical reports and recommendations for senior government stakeholders.
  • Provide oversight of development contractor activities at factory and remote locations.
  • Produce plans, schedules, risk assessments, metrics, acquisition documentation, and launch-related program artifacts.
  • Deliver reports, briefings, spreadsheets, or other documents as directed by the Government, using Government-approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high-quality, professional manner.
