Position: Program Manager of Integrity amp; Operations

Schedule: Full-Time, 40 hours per week
Pay Rate: $75,000-$82,500 annually
General Description:
The Project Manager will serve as a temporary organizational leader responsible for strengthening program integrity, regulatory compliance, operational effectiveness, and quality outcomes within programs funded by MassHealth and/or the Department of Developmental Services (DDS). The position will focus on one program or department at a time, conducting a comprehensive review of current operations, developing improvement strategies, implementing sustainable solutions, and ensuring measurable outcomes before transitioning to the next identified program. Upon successful completion of organizational objectives, the role is anticipated to evolve into a Director-level position.
Minimum Qualifications:
  • Bachelor’s degree preferred, willing to consider equivalent work experience.
  • 5+ years of leadership in DDS and MassHealth service models.
  • Strong knowledge of DDS and MassHealth services.
  • Experience leading organizational change and quality improvement initiatives.
  • Expertise in compliance, program operations, and regulatory requirements.
  • Strong leadership, project management, and relationship-building skills.
Job Responsibilities:
  • Conduct comprehensive reviews of individual programs, including operations, staffing, compliance, documentation, quality indicators, and financial performance.
  • Identify strengths, risks, gaps, and opportunities for improvement.
  • Ensure adherence to DDS regulation, MassHealth requirements, CARF accreditation licensing standards and organizational policies.
  • Develop and monitor corrective action plans when deficiencies are identified.
  • Analyze workflows, staffing models, communication systems, and operational procedures.
  • Implement best practices to improve efficiency, consistency, and service quality.
  • Lead improvement initiatives through collaboration, coaching, and training.
  • Provide regular progress reports to executive leadership.

  • Agency-wide quality assurance and compliance oversight.
