About the Role
Are you energized by solving complex challenges and helping organizations navigate change? Do you enjoy analyzing policy, operational processes, and data to understand impacts and develop practical solutions? Are you excited by opportunities to lead workstreams, influence decision-making, and contribute innovative ideas?
We are seeking a Health Policy Implementation Consultant to lead policy analysis, implementation planning, stakeholder engagement, and operational improvement activities for large-scale federal health programs.
This role is ideal for a strategic thinker who enjoys translating complex policy into actionable solutions, evaluating impacts to stakeholders and business operations, and driving improvements that enhance program effectiveness. The successful candidate will independently manage workstreams, provide recommendations to clients and project leadership, and contribute innovative ideas that improve program performance and stakeholder outcomes.
This position offers a unique opportunity to play a key role in federal health program implementation while building expertise in policy, operations, stakeholder engagement, and consulting leadership.
As a company founded by service-disabled Veterans, we at DFC are driven by a duty to serve our clients, our employees, and our community. We are committed to helping organizations achieve their goals by cultivating a team of talented professionals that deliver exceptional service, creative insights, and high-quality results.

  • Lead analysis of federal healthcare policies, regulations, guidance, and operational requirements to determine impacts on stakeholders, business processes, and program operations.
  • Develop strategic recommendations to support implementation of policy and operational changes.
  • Evaluate complex operational, policy, system, and business process changes and identify risks, dependencies, and opportunities for improvement.
  • Independently manage project workstreams and drive deliverables from initiation through completion.
  • Communicate complex findings and recommendations to clients, stakeholders, and project leadership.
  • Lead stakeholder discussions, requirements-gathering efforts, operational assessments, and process improvement initiatives.
  • Develop reports, presentations, implementation plans, issue papers, executive briefings, and other client deliverables.
  • Drive innovative approaches to policy implementation and operational improvement by identifying emerging risks, opportunities, and best practices that enhance program effectiveness.
  • Mentor junior team members and provide quality review of project deliverables.
  • Serve as a trusted advisor to project leadership by anticipating challenges and recommending solutions.

We're especially interested in candidates who:
  • Have 3-4 years of professional experience in healthcare policy, public health, consulting, operations, business analysis, research, program implementation, or related fields.
  • Are self-starters who proactively identify opportunities, solve problems, and drive work forward.
  • Enjoy analyzing complex policies, data, systems, and operational processes to develop actionable recommendations.
  • Can assess impacts to stakeholders, business processes, systems, and program outcomes.
  • Have strong written, verbal, facilitation, and presentation skills.
  • Demonstrate sound judgment, strategic thinking, and a consulting mindset.
  • Bring innovative ideas and continuous improvement approaches to complex challenges.
  • Thrive in fast-paced, client-facing environments with significant responsibility and autonomy.

Other Important Information
  • A Bachelor's degree is required, preferably in public health, public policy, health administration, economics, business, political science, or a related field.
  • Applicants should have the ability to obtain a US government security clearance, if needed. Applicants must have lived in the U.S. at least three (3) of the last five (5) years to obtain the required clearance.
  • Applicants must have the legal right to work in the US for any employer; sponsorship is not available for this position.
