Job description
Recovery Network of Programs, Inc. (RNP), is a private, non-profit, social service agency which has been serving the Greater Bridgeport Community and Fairfield County area since 1972. RNP is dedicated to helping those living with substance use, mental health disorders, and homelessness. Our mission is to restore hope, health, and wellbeing for individuals and families in a recovery environment that embraces compassion, dignity and respect.
Tina Klem Serenity House, located in Bridgeport, Connecticut, provides gender-specific, clinically managed low-intensity residential services (ASAM Level 3.1) for adult women with substance use disorders and co-occurring mental health conditions. The program offers a structured, recovery-oriented environment designed to support women as they develop the skills necessary to achieve and maintain long-term recovery while increasing independence and community integration. Individual, group, family, psychiatric, and case management services are coordinated to address each individual's unique clinical, medical, and recovery support needs. The program serves women age eighteen and older who require a residential level of care with ongoing clinical support and may also benefit from medication-assisted treatment (MAT), including methadone or buprenorphine, as part of a comprehensive, person-centered treatment plan.
Hours: Monday, Tuesday, Thursday, Friday 8:00am- 4:00pm; Wednesday 11:00am-7:00pm
SUMMARY
In accordance with RNP's Mission Statement, Philosophy of Client Care, and Code of Ethics as stated in the Personnel Policies, and under the supervision of the Department Head, the Program Director provides leadership, clinical oversight, and administrative direction for a residential treatment program serving individuals with substance use and co-occurring disorders. The Program Director oversees all aspects of program operations to ensure the delivery of high-quality, person-centered services while maintaining compliance with agency policies, DPH regulations, DMHAS contractual requirements, CARF standards, and all applicable federal and state regulations.
CORE FUNCTIONS/RESPONSIBILITES: All duties are subject to accommodation in accordance with the Americans with Disabilities Act (ADA).
- Oversees all aspects of program operations to ensure compliance with ASAM Level 3.1 criteria, DPH regulations, DMHAS contractual requirements, CARF standards, DDCAT-E principles, agency policies, and all applicable federal and state regulations.
- Creates and maintains a positive work environment with a focus on developing team integration and motivating/supporting staff whenever possible.
- Ensures a safe, therapeutic residential environment through oversight of residential operations, client safety, infection prevention, emergency preparedness, and regulatory compliance.
- Directs and supervises program leadership and staff responsible for clinical, residential, and operational functions to ensure efficient day-to-day program operations.
- Provides leadership, supervision, and performance management to clinical and residential staff to ensure delivery of high-quality, integrated co-occurring treatment services.
- Utilizes principles of integrated care, appropriate management techniques, team building, crisis management, risk assessment & evaluation.
- Monitors program census, referral activity, occupancy, and access to care while collaborating with referral sources to maximize program utilization.
- Ensures appropriate staffing levels, staff competency, scheduling, and clinical supervision to support safe and effective 24-hour residential operations.
- Provides clinical oversight of admission, continued stay, transfer, and discharge decisions to ensure services remain consistent with ASAM criteria and individual treatment needs.
- Identifies, initiates, and ensures completion of projects for continuous system improvement.
- Compiles, prepares and submits reports in a timely manner.
- Assists in budget preparation and monitors revenues and expenditures.
- Takes active role in the development of long-range planning, quality improvement and assurance efforts.
- Oversees incident reporting, risk management activities, emergency preparedness, and implementation of corrective actions as needed.
- Acts as a liaison and educator to the community and professional organizations.
- Represents RNP at all co-occurring State-wide meetings.
- Provides clinical on-call supervision and oversight.
- Monitors program performance through quality indicators, audits, utilization review, client outcomes, and satisfaction data, and develops corrective action plans when indicated.
- Maintains accurate, timely, and complete client records in the Carelon system, ensuring documentation complies with organizational policies and all applicable regulatory and contractual requirements.
- Assumes all other appropriate duties as deemed necessary by the supervisor.
QUALIFICATIONS (EDUCATION, EXPERIENCE, AND SKILLS)
- Master's degree from an accredited college or university in social work, marriage and family therapy, counseling, psychology, or a related field.
- LCSW, LPC, or LMFT license required.
- At least four (4) years of supervisory experience preferred.
- Valid Connecticut driver's license may be required.
- Thorough knowledge of human services as provided by community-based, non-profit service organizations.
- Extensive experience in the provision and supervision of integrated co-occurring treatment.
- Knowledge of and ability to apply management principles and techniques.
- Considerable ability to assess, plan, organize and direct all aspects of program activities.
- Ability to identify and implement program enhancements.
- Ability to prepare comprehensive reports.
- Proven interpersonal skills and supervisory ability.
- Considerable knowledge of federal and state laws and regulations regarding client confidentiality.
- Ability to establish and maintain cooperative professional relationships and project a professional image.
- Excellent oral and written communication skills.
