Responsibilities
  • Lead PCL's enterprise compliance strategy and governance framework, aligning priorities with business objectives and risk management needs.
  • Drive the ongoing evolution of PCL's compliance program by monitor emerging regulatory developments and industry trends, driving continuous improvement of compliance programs and advising executive leadership on priorities, risks, and opportunities.
  • Lead enterprise compliance risk assessments and monitoring programs, with a focus on identifying, assessing, and mitigating risks in high-risk areas.
  • Work with internal and external subject matter experts to monitor evolving laws and regulations across Canada, the U.S., and international jurisdictions and implement appropriate compliance controls.
  • Partner with Legal to interpret regulatory requirements and integrate them into operations, ensuring compliance with applicable laws and regulations.
  • Promote a culture of integrity through communications, leadership engagement, employee awareness initiatives, and ethical decision-making practices.
  • Partner with Human Resources to embed compliance and ethics into talent lifecycle programs, employee learning, workplace conduct, and culture initiatives.
  • Align investigation protocols, employee relations practices, and policy enforcement processes, leading internal investigations as required.
  • Support U.S. government contracting compliance programs and ensure compliance requirements are embedded into project governance and execution processes.
Qualifications
  • Undergraduate degree required; Law degree, CPA, or relevant certification (e.g., CCEP) considered an asset.
  • 10+ years of progressive experience in compliance, legal, risk, or a related discipline, ideally within construction, engineering, or project-based industries.
  • Proven experience building, leading, or maturing enterprise compliance programs.
  • Strong knowledge of Canadian and U.S. regulatory environments; international regulatory exposure is considered an asset.
  • Experience leading internal investigations and working cross-functionally with Legal and Human Resources.
  • Strong Artificial Intelligence literacy and the ability to understand emerging compliance considerations related to technology and evolving business practices.
  • Excellent judgment, communication, influencing, relationship-building with the ability to support ethical decision-making and practical business outcomes
