Position Summary:
The Housing and Supportive Services Program Director is responsible for the day-to-day oversight of Ozone House’s housing and supportive service programs, including Street Outreach, Drop-In Center, Welcome Center/Crisis Line, Intakes, Homelessness/Eviction Prevention, Shelter Diversion, Housing Supports Coordination/Case Management, and overseeing Voucher Programs.
Other key aspects of the role include providing leadership and supervision to team members, fostering community partnerships and system collaboration, ensuring effective program implementation, monitoring outcomes, and participation in quality improvement activities.
Education Qualifications
- Master’s degree in social work, human services, or related field, strongly preferred.
- Professionally licensed in the State of Michigan, preferred.
- 7–10+ years of progressively responsible experience, including team and program leadership.
- Experience in assessment, outreach, community engagement, case management, crisis response or stabilization programs; experience serving high-risk youth preferred.
- Working knowledge of housing and homelessness system of care and voucher programs.
- Experience with program design and integration, data collection, reporting, and budget oversight, outcome driven practice, and meeting contractual expectations.
- Knowledge and proven success working with Evidence-Based and Promising Practices, such as Positive Youth Development and Trauma Informed Care.
- Proven experience engaging with diverse identities, including intersecting identities of race, ethnicity, socioeconomic background and sexual orientation, gender identity, and gender expression.
- Work requires effective written and verbal communication and interpersonal skills; ability to motivate teams to produce quality work within tight timeframes and simultaneously manage several projects.
- Possess strong work ethic and ability to take initiative. Demonstrate a high level of personal and professional integrity and trustworthiness.
- Successful completion of pre-employment and annual background check; valid driver’s license, current insurance, and access to reliable transportation.
- Monitors and ensures compliance with federal, state, and local employment laws and regulations, and recommended best practices
- Assist in developing goals, objectives, and outcome measures for each program. In coordination with the Grants Evaluation and Data Manager prepare monthly reports for each core program including required statistics and evaluation of service effectiveness.
- Participate in the development and implementation of policies, procedures, and manuals for programs and services.
- Enhance community understanding and integration of runaway, homeless, and at-risk youth through community presentations to schools, civic and community agencies, and participation on community meetings/committees.
- Assist in the preparation of the program budget and monthly expense monitoring.
- Assure effective assignment and distribution of staff and other resources, including assignment of coverage during any staff absences, vacancies, and vacations.
- Establish regular communication and interaction at the program/team level.
- Ensure that direct reports receive on-going supervision in accordance with agency policy, but no less than once a month. Document supervision activities, completing counseling records and performance improvement plans, as needed.
- In collaboration with Director of Employee Experience, facilitate the recruitment, screening, hiring, and on-boarding, training for new and existing staff, interns, and volunteers.
- Present written performance evaluations for supervisees completing their orientation period and to all others on an annual basis, or more often as needed. Contribute to performance evaluations for other staff.
- Convene team meetings on a regular basis for the purposes of in-service training, agency/program updates, feedback and team building.
- Assist staff in developing professional development plans that address enhanced growth and learning, as well as recommending training opportunities to support identified deficits.
- Provide oversight, guidance, and monitor all programs and services in the Housing and Supportive Services Department, including street outreach and Drop-In Center programming, Welcome Center and Crisis Line, volunteer management, intakes/assessments, and housing supports coordinators/case manager. Primary areas may shift based on agency needs and funding.
- Ensure compliance with agency policies and procedures, licensing requirements, funding/contractual mandates, and participate in relevant external audits.
- Conduct regular quality assurance activities including review of client and program data entered into information management systems, screenings, assessments, case plans, progress notes, case reviews and personnel files, observation of staff-client interactions and develop quality improvement plans for programs.
- Provide clinical consultation and support to on-call staff in the event of a client crisis or other emergency.
- Foster and manage partnerships with relevant providers to enhance services and ensure coordination of care.
