Salary differences can vary based on industry, experience, and location.

What is a program development manager?

They often manage teams, develop budgets, and ensure projects align with business objectives, requiring strong leadership, communication, and project management skills. Certification in project management methodologies like PMP can be beneficial.

What are the key skills and qualifications needed to thrive as a program development manager?

To thrive as a Program Development Manager, you need strong project management abilities, strategic planning skills, and a background in program design, often supported by a bachelor’s or master’s degree in business, nonprofit management, or a related field. Excellent leadership, communication, and stakeholder engagement skills help drive collaboration and motivate teams. These competencies are crucial for delivering successful programs that meet organizational goals and stakeholder expectations.

What are some common challenges faced by program development managers, and how can they address them?

Program Development Managers often encounter challenges such as aligning cross-functional teams, managing competing priorities, and ensuring that program goals meet both organizational and stakeholder needs. About This Role:

We are a growth-oriented organization in the facilities and environmental services sector seeking a proven Leader to lead expansion in the San Jose, CA market. This is a high-impact opportunity with an already-strong foundation — tenured operations leaders in place, newly hired business development talent ready to execute, and an untapped regional market with real runway.

You'll own the operation. That means P&L, people, clients, and growth — with full corporate backing and resources behind you. The interview process is straightforward: one virtual round, one on-site. We move quickly for the right person.

Responsibilities:

Operations

  • Oversee daily operations — safety, efficiency, compliance, and service quality
  • Maintain facilities, equipment, and physical assets to uphold professional standards
  • Ensure accountability across teams through clear expectations and consistent oversight

Sales & Business Development

  • Develop and execute a strategic growth plan to meet or exceed annual targets
  • Partner with the business development team to maintain a qualified pipeline and close new business
  • Represent the company through local networking, community engagement, and market presence

Client Relations

  • Build and maintain strong relationships with key clients and partners
  • Monitor client feedback and drive service improvements to maximize retention
  • Address concerns promptly and effectively

Financial Management

  • Own P&L — revenue generation, expense control, and financial forecasting
  • Track KPIs and implement improvements to maximize profitability
  • Identify cross-sell and revenue expansion opportunities

Team Leadership

  • Recruit, onboard, train, and develop staff
  • Set clear performance expectations; conduct regular coaching and corrective action as needed
  • Foster a culture of accountability, growth, and teamwork

Safety & Compliance

  • Ensure strict adherence to EHS policies and procedures
  • Monitor safety performance and proactively implement risk-reduction strategies
  • Promote a safety-first culture at every level of operations

Requirements & What We're Looking For

  • Bachelor's degree in Business, Operations, or a related field — or equivalent experience in a service-based industry
  • 3–5 years of operations management experience
  • Demonstrated P&L ownership and comfort with financial reporting
  • Strong working knowledge of safety compliance and operational standards
  • Proven track record in team development, performance management, and driving results
  • Skilled at building client relationships and identifying growth opportunities
  • Excellent communication and problem-solving skills
  • Proficient in Microsoft Office Suite and relevant business software
