Overview:
Integrated Business & Technical Consultants, Inc. (IBTCI) is seeking a Program & Business Development Associate to support both business development and project implementation activities across the full project lifecycle. The Associate will provide coordinated support from opportunity identification and proposal development through project startup and implementation. This position will work collaboratively with cross-functional teams to support operational, administrative, and coordination functions contributing to successful project execution and organizational growth.
Essential Duties/Tasks and Responsibilities:
Business Development & Opportunity Support:
  • Conduct research to identify and evaluate business opportunities, market trends, and potential partners.
  • Maintain and update business development trackers and pipeline data.
  • Support coordination and communication with partner organizations and stakeholders.

Proposal Development & Coordination:
  • Support proposal development processes, including coordinating timelines, tracking deliverables, and ensuring compliance with submission requirements.
  • Assist with recruitment of staff and consultants for proposals and projects.
  • Draft, edit, and format proposal sections and supporting documentation (e.g., CVs, past performance, bios).
  • Coordinate with internal teams to support cost proposal development.
  • Support preparation of expressions of interest and other business development materials.

Project Coordination & Implementation Support:
  • Provide administrative and operational support to projects, including coordination of staff and consultant onboarding.
  • Support logistics and mobilization activities, including travel arrangements and required documentation.
  • Assist with preparation and processing of contracts, purchase orders, and other project-related documentation.
  • Maintain project trackers, files, and documentation to ensure accuracy and accessibility.
  • Support tracking of project activities, timelines, and deliverables.
  • Assist with review and processing of invoices, expense reports, and related documentation.

Additional Duties:
  • Coordinate meetings, prepare materials, and support internal and external communications.
  • Maintain organized electronic filing systems and ensure document version control.
  • Support development and updating of marketing and corporate materials.
  • Perform other duties as assigned.

Minimum Requirements:
  • At least one (1) year of relevant work experience.
  • Excellent writing, research, and organizational skills.
  • Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
  • Strong attention to detail and ability to work both independently and as part of a team.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Oral and written fluency in English required.

Preferred Knowledge, Skills and Abilities:
  • Experience supporting business development, project coordination, or administrative functions within donor-funded environments.
  • Familiarity with U.S. Government (USG) and/or international organization-funded programs.
  • Experience with proposal development, recruitment, or project operations.
  • Knowledge or exposure to one or more of the following sectors: agriculture; resilience & food security; conflict & crisis; democracy & governance; economic growth & trade; education; energy & infrastructure; environment & climate change; global health & WASH; and humanitarian assistance.
  • Strong interpersonal and communication skills with the ability to coordinate across teams and stakeholders.
  • Proficiency in a foreign language (e.g., Spanish, French, or Arabic) preferred.

Education: Bachelor's Degree in international affairs, economics, business administration, English, political science, or related field required.
Working Environment: Work is typically performed in an office environment. Hybrid work arrangements may be available in the District of Columbia, Maryland, and Virginia (DMV) area, in accordance with company policy.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone environments.
Work Authorization:
Candidate must be authorized to work in the United States. Visa sponsorship is not available for this position.

The anticipated pay range for this position is $44625 to $51188.
